Cri d'alarme d'un intellectuel pour le XXI e siècle !
Ce
qui se passe sous nos yeux est hallucinant et bouleverse no schémas du
déroulement de l’histoire.
Dans
un pays comme la France, actuellement, ignore ou minore le rôle des corps
intermédiaires. LE PASSAGE EN FORCE sans véritable dialogue se traduit par des
expressions du type : « Nous ne céderons pas » sont courant !
Or,
notre monde qui va vite, trop vite, a besoin de vision, de cap, de projets, de
réflexions structurées et d’organisations fortes.
Cette nécessite demande un équilibre avec l’encouragement d’initiatives
citoyennes individuelles lorsque celles-ci contribuent aux progrès d’humanité.
Avec l’existence des réseaux sociaux, et alors que de nouvelles avancées
de la science et des technologies vont modifier nos cadres de pensée et
leurs traductions pratiques avec l’intelligence artificielle, les
biotechnologies, les bouleversements de la bioéthique, présentement, ce sont
les mobilisations basées sur l’humeur qui l’emportent !
Contre
la vie chère, la hausse du prix des carburants et de leurs taxes contre le
dérèglement climatique,….en quelques jours à l’appel d’anonymes des dizaines
voire des centaine de milliers de personnes sont mobilisées.
C’est
à la fois le réveil de l’intervention citoyenne mais qui le temps de ou des
humeurs exprimées laisse entière ensuite la question du comment de la
gouvernance.
Il serait temps qu’une réflexion s’instaure avec des Etats
généraux par région de notre devenir entre le gouvernement et ses représentants
et l’ensemble des acteurs institutionnels et des corps intermédiaires
avant une rencontre nationale bilan préparant l‘éventail de décisions
étatiques.
Sinon
: notre monde sera basé sur l’individualisme du dynamisme, de la créativité,
l’engagement personnel et les atouts du pouvoir et de l’argent et qui laissera
pantois et désemparés celles et ceux les plus faibles qui ont besoin d’un
encadrement, de directives et de gestion de leur devenir.
C’est
toute la symbolique de la conception éducative, éthique, celle de l’engagement
social qui est interpellée.
L’ancien
Président de la République française Jacques CHIRAC avait eu cette réflexion à
propos du climat, je cite : » La maison brûle et nous regardons ailleurs
« C’est ce qui se passe sur trop de sujets.
Ainsi ,la qualité du travail et des propositions d’ONG
internationales de paix et d’harmonie basées sur la science et l’éthique de la
responsabilité avec une vision humaniste risque d’être altérée avec de tels
comportements et une évolution des mœurs sans justice ni miséricorde.
Nous
connaissons des exaspérations sociales qui provoquent des spasmes de colère
sociale, mais ensuite ?
En
France, la situation des retraités est particulièrement affligeante et le
constat actuel a gommé d’autres réalités :Si je prends mon cas personnel,
retraité avec un salaire moindre, je paie plus d’impôts que lorsque j’étais en
activité.
Non
seulement bien de ceux –ci ont reçu de plein fouet les 2 années de hausse de la
pression fiscale du gouvernement de Nicolas SARKOZY, les deux premières années
du gouvernement de François HOLLANDE, le gel de leur pension…Avec l’arrivée de
Monsieur MACRON = c’est la hausse de la CSG de 1,7°,la non revalorisation des
pensions avec la hausse des prix et pour 2018 le différentiel est énorme =
environ 2 % de déficit. Ils subissent de plein fouet les hausses des
tarifs du gaz, des carburants, en attendant celle annoncée des mutuelles. De
par leur âge, consommant plus de médicaments, ils constatent régulièrement que
de plus en plus des médicaments sont non remboursés !
Alors,
face à ce matraquage tous azimuts, il y aurait une proposition à faire : Celle que durant un mois = l’ensemble des retraités
cesse leur investissement bénévole dans la vie associative, et alors, la perte
serait énorme pour le gouvernement qui peut-être = les percevraient comme une
ressource et non un cout à rogner sans empathie et reconnaissance de leur
apport passé et présent à la vie sociale et économique. Ce serait lamentable
d’en arriver à ce type de pratique, mais c’est une question de respect de leur
réalité.

situation pour notre devenir commun :
Je

Le
déplacement de l'aire de répartition des espèces = un problème pour
les animaux et les hommes !
Le
réchauffement climatique entraîne donc une transformation du milieu qui se
traduit par la disparition et l'apparition de certains habitats et, plus
globalement, par le déplacement de la zone géographique qui accueille les
habitats nécessaires à une espèce. C'est ce que l'on appelle l'aire de
répartition d'une espèce. De manière générale, puisque le climat se réchauffe,
les aires de répartition migrent vers des latitudes et des altitudes plus
élevées.
Les
écosystèmes ont donc tendance à se déplacer vers le nord, avec des conséquences
pour l'homme. D'une part cela modifie le type de culture possible dans une
région et d'autre part, cela permet à des espèces tropicales, souvent vectrices
de maladies, de coloniser de nouveaux territoires.
Face
à ce phénomène, les espèces à faible mobilité sont désavantagées. C'est
particulièrement les cas des végétaux ou encore des coraux, dont les capacités
de dissémination peuvent être inférieures à l'ampleur du déplacement de l’aire
de répartition. Dans ce cas, l'espèce concernée peut parfois survivre à
l'extinction en trouvant refuge dans les quelques habitats au microclimat
favorable qui subsistent. Dans le cas contraire, seule une migration assistée
par l'homme peut sauver l'espèce.
Autre
impact du changement climatique, l'élévation globale des températures. Avec des
températures hivernales plus chaudes en moyenne, un plus grand nombre
d'organismes (en termes d'effectifs comme d'espèces) peuvent passer la mauvaise
saison. Par ailleurs, ces températures hâtent le développement des plantes et
des insectes au printemps, ce qui est d'importance pour les espèces
migratrices, comme de nombreux oiseaux.
En
effet, certains oiseaux migrateurs profitent de la précocité du développement
de leur source de nourriture (les insectes) en revenant plus tôt, tandis que
d'autres reviennent trop tard pour exploiter les pics de pullulation
d'insectes. Pour ces derniers, en effet, c'est la photopériode (longueur du
jour), indépendante du réchauffement climatique, qui détermine le retour
printanier, et non la température. Par conséquent, la répartition des espèces
se trouve affectée et les effectifs de certaines peuvent chuter.
C'est
donc la modification des milieux, suite aux changements du climat et au réchauffement,
qui affecte les plantes et les animaux. Ainsi, les zones où les organismes
peuvent vivre se déplacent, de même que les périodes clefs de leur
développement. L'adaptabilité des espèces détermine ensuite leur capacité à
surmonter ces changements et l'évolution de la structure des peuplements du
milieu.
De
nombreuses espèces animales minérales et végétales sont menacées ou en voie
d’extinction en poursuivant sans vergogne la déforestation dans certaines
régions stratégiques comme l’Amazonie, en constatant la disparition ou
la diminution de glaciers ,la fonte des neiges de nombreuses espèces sont
menacées comme l’ours blanc . En Afrique, les trafiquants d’ivoire et de
peaux contribuent à l’extinction de grands fauves, des éléphants, du
Rhinocéros, etc. Dans certaines villes on voit moins d’oiseaux et de papillons.
Des
iles comme les Maldives sont menacées de disparition, bref des exodes massifs
de population s’en suivront et perturberont nos équilibres sociaux, culturels
et économiques provoquant des risques de conflits.

Cry of an intellectual for the XXI E century!
What occurs under our eyes is incredible and upsets No diagrams
of the course of the history.
In a country like France, currently, or the role of the
intermediate bodies undervalues is unaware of. The Forced passage without true
dialog results in expressions of the type: “We will not yield” are current!
However, our world which goes quickly, too quickly, needs
vision, course, projects, structured reflections and strong organizations.
This request a
balance with the encouragement of initiatives individual citizens requires when
those contribute to progress of humanity.
With the existence of
the social networks, and whereas new projections of science and technologies
will modify our frameworks of thought and their translations practical with the
artificial intelligence, biotechnologies, the upheavals of the bioethics, at
present, they are the mobilizations based on the mood which carry it!
Against the expensive life, the rise in the price of the fuels
and their taxes against the climatic disordered state,….in a few days with the
call of anonymities of tens even of the hundred thousands of people are
mobilized.
It is at the same time the alarm clock of the intervention
citizen but which it time of or expressed moods leaves whole then the question
of how governance.
It would be time that a reflection is established with General
states by region our to become between the government and its representatives
and the whole of the institutional actors and the intermediate bodies before a
national meeting assessment preparing L ` range of official decisions.
If not: our world will be based on the individualism of the
dynamism, of the creativity, the personal commitment and the assets of the
power and the money and which will leave speechless and disabled those and
those weakest which need a framing, directives and of management to become to
them.
It is all the symbolic system of the design educational,
ethical, that of the social commitment which is challenged.

Climate warming thus involves a transformation of the medium
which results in the disappearance and the appearance of certain habitats and,
overall, by the displacement of the geographical zone which accommodates the

process of extinction by continuing without shame deforestation in certain
strategic areas like Amazonia, by noting the disappearance or the reduction in
glaciers, the snowmelt of many species are threatened like the polar bear. In
Africa, the traffickers of ivory and skins contribute to the extinction of
large deer, the elephants, of the Rhinoceros, etc In certain cities one sees
less birds and butterflies.
Islands as the Maldives are threatened of disappearance, in
short of the massive exoduses of population will follow and disturb our social,
cultural and economic balances from there causing risks of conflicts.
