A
PROPOS DE L’OBJECTIVITE EN MATIERE DE PAIX !
Ce
que je constate, et ce n’est pas récent, c’est qu’au-delà de la pertinence et
de la valeur scientifique d’une démarche de paix comme GPS (Science globale
pour la paix),dans les faits, il y a cette distinction que faisait le
philosophe danois KIERKEGAARD, entre fait existentiel et savoir objectif.
Malgré
une théorie, un système élaboré à validité scientifique, dans les faits : nous
avons toutes et tous de la difficulté à prendre de la hauteur, à s’extirper de
notre appartenance à une ethnie, une culture, un pays, voire un continent, et
considérer la véracité des faits, leurs causes et auteurs comme l’instance suprême
de notre positionnement. Ainsi, le plus fréquemment, on se retrouve derrière la
position et prise de parole du représentant Présidentiel ou du Premier Ministre
de son pays.
La
France : mon pays n’a pas igné le TIPN (traité d’interdiction du programme
nucléaire) et je le regrette.
Des
frappes françaises : seules par notre pays, ou avec et sous l’égide des
Etats-Unis, la Grande Bretagne, et éventuellement avec certains pays arabes
hostiles au régime syrien seraient catastrophiques .En effet, il y a peu encore
le Président TRUMP parlait de se désengager de la Syrie, donc il n’a pas de
vision pour ce pays ?
Se
limiter à des frappes comme cela a été fait avec le régime Libyen de KHADAFI ou
le fait d’éliminer un dictateur n’a pas empêché le chaos pour ce pays, et ce
qu’il s’y passe. Avec les Etats-Unis, notre pays apparaitrait son premier allié
et se couperait de la confiance d’autres pays non alignés ou en accord total.
Ainsi par exemple, la position équilibrée de la France avec l’Iran serait
considérée remise en cause.
Ensuite,
la Russie elle-même, qui a bien des problèmes à résoudre, n’a pas intérêt à
être entrainé dans une escalade militaire. Son budget militaire représente le
1/10 de celui des Etats-Unis qui se monte à 600 milliards de dollars.
Une
fuite en avant, mettrait le peuple russe en catastrophe sociale et économique
et plus largement ce serait dramatique pour tous les peuples, l’économie
mondiale et le dialogue entre les Civilisations.
Hélas,
le Conseil de sécurité de l’ONU, est devenu un lieu d’affrontements et de
blocage avec le droit de veto de l’une des 5 puissances nucléaire.
La
France : est le pays qui longtemps, a représenté un symbole dans le respect des
droits humains et de l’équilibre international. Le général de GAULLE, a le
premier, reconnu la Chine pour son admission à l’ONU, s’est déplacé à Moscou
durant la guerre froide. Il n’a pas intégré notre pays dans le traité militaire
de l’OTAN.
Dans
l’immédiat en Syrie, il y a des dizaines de milliers de vies à sauver. Il faut
des couloirs humanitaires, sauver les enfants, femmes, personnes âgées sous
protection internationale : qui pourrait voter contre au Conseil de sécurité ?
Ensuite,
il faut que la diplomatie française avec le Secrétaire général de l’ONU engage
rapidement des rencontres bilatérales avec les représentants de la Russie, les
Etats-Unis, l’Iran, Israël, l’Arabie saoudite, la Turquie, la Chine, et les
représentants de l’UE Union Européenne.)
Avec
l’appui de la Russie, présentement le régime syrien a reconquis l’essentiel de
son territoire ! Autre chose est l’utilisation d’armes chimiques au chlore et
sarin. En effet, l’utilisation d’armes chimiques déborde la condamnation ou le
soutien au régime syrien. C’est un acquis international du refus de cette
utilisation.
Si
j’avais une suggestion à faire au Président MACRON, ce serait celle de la
décision par l’ONU d’une Commission d’enquête comprenant des représentants de :
les Etats-Unis, la Russie, la Grande Bretagne, la Turquie, la France, l’Iran,
….démontrant ou non et par qui, l’utilisation d’armes chimiques en Syrie !
La
réalité servant de base pour tous, il deviendrait hasardeux, et en tout cas
condamnable pour l’éthique du droit international, d’affirmer le contraire du
constat et de son ou ses auteurs et le dialogue reprendrait sur d’autres bases
ce qui faciliterait la perspective d’une solution politique. Sinon, les frappes
sur le régime syrien, deviendraient inévitables, et plus que justifiées.

IN CONNECTION WITH OBJECTIVITY AS REGARDS PEACE!
What I note, and it is not recent, it is that beyond the
relevance and of the scientific value of a approach of peace like GPS (total
Science for peace), in the facts, there is this distinction which Danish
philosopher KIERKEGAARD made, between existential fact and objective knowledge.
In spite of a theory, a worked out system with scientific
validity, in the facts: we have all and all of the difficulty of taking height,
to extirpate our membership of an ethnos group, a culture, a country, even a
continent, and to consider the veracity of the facts, their causes and authors
like the supreme authority of our positioning. Thus, most frequently, one finds
oneself behind the position and speech of the Présidentiel representative or
the Prime Minister of his country.
France: my country does not have igneous the TIPN (treated
prohibition of the nuclear program) and I regret it.
French strikings: only by our country, or with and under the
aegis of the United States, the United Kingdom, and possibly with certain
hostile Arab countries with the Syrian mode would be catastrophic.Indeed, is
there little still President TRUMP spoke to be disengaged of Syria, therefore
doesn't it have vision for this country?
To limit itself to strikings as that was done with the Libyen
mode of KHADAFI or the fact of eliminating a dictator did not prevent chaos for
this country, and what it occurs there. With the United States, our country
appears its first allied and would cut confidence of other non-aligned
countries or in total agreement. Thus for example, the balanced position of
France with Iran would be considered reconsideration.
Then, Russia itself, which has many problems to solve, does not
may find it beneficial to be involved in a military climbing. Its military
budget accounts for the 1/10 of that of the United States which assembles
itself to 600 billion dollars.
An escape ahead, would put the Russian people in catastrophe
social and economic and more largely it would be dramatic for all the people,
the worldwide economy and the dialog between the Civilizations.
Alas, the Security Council of UNO, became a place of
confrontations and blocking with the right to veto of the one of the 5 nuclear
powers.
France: is the country which a long time, represented a symbol
in the respect of the human rights and international balance. The general de
Gaulle, has the first, recognized China for his admission with UNO, moved in
Moscow during the cold war. He did not integrate our country in the military
treaty of NATO.
In the immediate future in Syria, there are tens of thousands of
lives to save. One needs humane corridors, to save the children, women, elderly
people under international protection: who could vote against at the Security
Council?
Then, it is necessary that the French diplomacy with the General
secretary of UNO engages quickly of the bilateral meetings with the
representatives of Russia, the United States, Iran, Israel, Saudi Arabia,
Turkey, China, and representatives of the EU European Union.)
With the support of Russia, at present the Syrian mode
reconquered the essence of its territory! Another thing is the use of chemical
weapons to chlorine and sarin. Indeed, the use of chemical weapons overflows
the judgment or the support for the Syrian mode. It is an international asset
of the refusal of this use.
If I had a suggestion to make President MACRON, it would be that
of the decision by UNO from a Committee of inquiry including of the
representatives of: the United States, Russia, the United Kingdom, Turkey,
France, Iran,….showing or not and by which, the use of chemical weapons in
Syria!
As a basis reality being used for all, it would become
hazardous, and condemnable in any case for the ethics of the international law,
to affirm the opposite of the report and of sound or its authors and the dialog
would begin again on other bases what would facilitate the prospect for a
political solution. If not, strikings on the Syrian mode, would become
inevitable, and than justified more.
