PROPOSITION
PERSONNELLE POUR UN PLAN DE PAIX CONCERNANT LA GUERRE EN UKRAINE ET LE CONFLIT
ISRAÉLO-PALESTINIEN !
La
guerre (invasion russe en Ukraine), se prolonge sans solution politique, et
sans résolution du conflit.
Son
prolongement : accroit les destructions, les victimes militaires et civils le
sont par centaine de milliers depuis février 2022. Ces bombardements,
provoquent : pollutions dans un contexte de dérèglement climatique déjà
inquiétant, ensuite, c’est la fuite en avant dans les dépenses militaires exacerbées,
ceci ; alors que l’humanité connait encore bien des fléaux à combattre.
Des
débats s’engagent sur une possible aide militaire par l’envoi de troupes
occidentales au sol en Ukraine. Malgré les divisions entre dirigeants d’États à
son sujet, l’idée fait son chemin.
Le
recours à l’arme nucléaire dite tactique pour combattre l’infanterie
provoquerait bien d’autres dégâts que les seules troupes armées, et il revient
dans les propos de temps à autre. La banalisation de l’arme nucléaire comme
moyen possible de combat est un réel danger et incite les pays n’en disposant
pas à vouloir l’obtenir ,ou à rechercher une protection nucléaire de pays en
disposant ,mais à quelles conditions ? Et avec le risque d’une
prolifération anarchique !
La
Russie n’est pas isolée ! Si des troupes occidentales se déployaient sur le sol
ukrainien = certains pays au sein des BRICS (au sein desquels figure la Russie)
resteraient-ils inactifs ?
La
perspective d’une 3ème guerre mondiale est-cela la seule perspective crédible ?
Je
m’inspire de la méthode du regretté chercheur norvégien Johan GALTUNG l’un des
fondateurs des recherches pour la paix avec le dépassement des conflits par la
créativité :
Ainsi,
personnellement, je propose un premier plan de paix basé sur quelques propositions,
lesquelles, déjà, pourraient être débattues en Suisse en juin lors du sommet
pour la paix :
- Un cesser le feu immédiat,
- Le retrait des troupes russe du sol ukrainien,
- Inspiré par les accords de Minsk (1) et par celui dit du
format Normandie, je propose sous mandat international (contrôle de l’ONU), des
élections sous la forme d’un référendum en Crimée et au Donbass, ceci, afin que
dans des conditions régulières de scrutin au verdict incontestable, les
habitants des territoires concernés décident librement de leur destin de rester
ukrainien ? ou de devenir Russe, ou en disposant d’une réelle autonomie au
sein de l’Ukraine !
- Arrêt dans l’immédiat de la demande d’adhésion de l’Ukraine
dans l’OTAN,
- Décision d’organiser une conférence sur la sécurité collective
en Europe sous l’égide de l’ONU = intégrant tous les acteurs concernés :
Ukraine, Russie, Union européenne, mais également l’ONU , et en
observateur consultatif les États-Unis et les membres du G20 dont la Chine et
l’Inde, le Brésil, l’Afrique du sud, la Turquie…………
- le sommet en Suisse pourrait débuter l’examen des conditions
de reconstruction et de l’indemnisation des dégâts provoqués en Ukraine avec un
apport conséquent de la Russie.
CONCERNANT
GAZA DEPUIS LES ATTAQUES DU HAMAS et d’AUTRES MOUVANCES EN ISRAÊL LE 7
OCTOBRE 2023 !
Je
sollicite :
- Un cesser le feu immédiat,
- La livraison de l’aide humanitaire médicale, et alimentaire
sans aucune restriction,
- La libération sans condition de tous les otages israéliens et
étrangers détenus par le Hamas et par d’autres mouvances islamistes à Gaza,
(mais je crains que nombre entre eux hélas ne soit déjà décédés ou
exécutés.),
- L’envoi de casques bleus en Cisjordanie pour arrêter la
colonisation par les colons israéliens,
- La
libération de prisonniers politiques palestiniens en prison ou le retour
d’exilés politiques ayant un crédit auprès des palestiniens et au plan
international, reconnaissant le droit à l’existence et à la sécurité de l’État
israélien, et se prononçant pour un futur État palestinien ?
- Le début de négociations entre les représentants de l’État
d’Israël, les négociateurs palestiniens reconnus, pour la reconnaissance des 2
États, sous l’égide de l’ONU, avec l’appui des États -Unis et de la ligue
arabe. La signature par tous les pays arabes du golfe d’un accord reconnaissant
le droit à l’existence et la réalité de l’ État d’Israël et la
coexistence pacifique entre les deux et leurs populations !
Bien
entendu, je m’attends aux critiques, voire plus, concernant ma personne ,mais
auxquelles :je rétorque :de 1968 à 2016, je me suis rendu dans 60 pays
proclamer la paix, la culture, l’éducation, les droits humains, avec parfois
des risques pour ma sécurité. Je suis engagé pour la paix depuis 55 ans.
Je
dispose, de 114 reconnaissances ou distinctions internationales pour mon
engagement citoyen :je suis tout = sauf un irresponsable !
Certes,
mon projet peut être amendé, complété, mais il offre une autre ambition que
la résignation, la culture permanente de la guerre.

PERSONAL PROPOSAL FOR A PEACE PLAN REGARDING THE WAR IN UKRAINE
AND THE ISRAELI-PALESTINIAN CONFLICT!
The war - Russia’s invasion of Ukraine - continues without a
political solution, much less a resolution of the conflict.
Its extension: Increases destruction, military and civilian
casualties hundreds of thousands since February 2022. These bombings cause:
pollution in a context of already worrying climate change, then, it is the
flight forward in exacerbated military expenditure, this, while humanity still
knows many scourges to fight.
Debates are brewing about possible military assistance by Western
ground troops in Ukraine. Despite the divisions among state leaders about it,
the idea has gained ground.
The use of so-called tactical nuclear weapons to combat infantry
would do much more damage than just armed troops, and this has come up in
speeches from time to time. The trivialization of nuclear weapons as a possible
means of combat is a real danger and encourages countries that do not have them
to want to obtain them, or to seek nuclear protection from countries that do,
but under what conditions? And with the risk of anarchic proliferation!
Russia is not alone! If Western troops were to be deployed on
Ukrainian soil = would some BRICS countries (including Russia) remain inactive?
Is the prospect of World War III the only credible one?
I am inspired by the method of the late Norwegian researcher
Johan GALTUNG, one of the founders of the search for peace with the overcoming
of conflict by creativity:
So, personally, I propose a first peace plan based on a few
proposals, which could already be discussed in Switzerland in June at the peace
summit:
- An immediate ceasefire,
- The withdrawal of Russian troops from Ukrainian soil,
- Inspired by the Minsk agreements (1) and by the so-called
Normandy format, I propose, under an international mandate (UN control),
elections in the form of a referendum in Crimea and Donbas, so that, under the
regular conditions of voting with an indisputable verdict, the inhabitants of
the territories concerned freely decide their destiny to remain Ukrainian or to
become Russian, or by having real autonomy within Ukraine!
- Immediately halting Ukraine’s application to join NATO,
- Decision to organize a conference on collective security in
Europe involving all the actors concerned: Ukraine, Russia, the European Union,
but also the UN and, as a consultative observer, the United States and the
members of the G20 including China and India, Brazil, South Africa,
Turkey.........
- the summit in Switzerland could begin to examine the
conditions for reconstruction and compensation for the damage caused in Ukraine
with a substantial contribution from Russia.
CONCERNING GAZA SINCE HAMAS AND OTHER MOVEMENTS ATTACKED ISRAEL
ON OCTOBER 7, 2023!
I request:
- An immediate ceasefire,
- The delivery of humanitarian medical and food aid without any
restrictions,
- The unconditional release of all Israeli and foreign hostages
held by Hamas and other Islamist movements in Gaza (but I fear that many of
them have unfortunately already died or been executed),
- The dispatch of peacekeepers to the West Bank to stop
settlement by Israeli settlers,
- The release of Palestinian political prisoners in prison or
the return of political exiles with a credit to the Palestinians and
internationally, recognizing the right to the existence and security of the
Israeli state, and advocating a future Palestinian state?
- The beginning of negotiations between the representatives of
the State of Israel, the recognized Palestinian negotiators, for the recognition
of the 2 States, under the aegis of the UN, with the support of the United
States and the Arab League. The signing by all the Arab countries of the Gulf
of an agreement recognizing the right to exist and the reality of the State of
Israel and the peaceful coexistence between the two and their populations!
Of course, I expect criticism, if not more, about myself, but I
reply: from 1968 to 2016, I traveled to 60 countries to proclaim peace,
culture, education, human rights, sometimes with risks to my security. I've
been committed to peace for 55 years.
I have 114 international recognitions or distinctions for my civic
engagement: I am everything = except an irresponsible one!
Admittedly, my project can be amended, supplemented, but it offers
an ambition other than resignation, the permanent culture of war.
Thank you for your attention. Maybe I'll submit my text to a
petition through a Change network, my opinions, or whatever
