COMPLÉMENT DE MON ENVOI PRÉCÉDENT
(QUELLE SPÉCIFICITÉ FRANCAISE EN MATIÉRE DE MOUVEMENTS SOCIAUX.)
Dans
la nuit, en pleine précipitation, le Président Emmanuel MACRON a promulgué la
loi validée par le Conseil Constitutionnel malgré le refus par le Conseil de
toutes les mesures d’accompagnement social pour les séniors marquant ainsi sa
volonté de passer à autre chose, et d’ignorer l’intersyndicale et le
mécontentement populaire !
La
décision du Conseil Constitutionnel concernant la seconde version du RIP
(référendum d’initiative populaire) qui lui a été soumise sera rendue le 3 mai.
Souvent : des visiteurs étrangers sont surpris par la vivacité des luttes
sociales en France.
Également,
fréquemment, les pouvoirs publics et les représentants du patronat sont
nostalgiques d’autres pays estimés moins remuants que ces sacrés gaulois.
Néanmoins,
il convient de dire, qu’historiquement, le patronat français a commencé par les
représentants des comités des forges et des houillères n’étaient pas des
forcenés du dialogue social.
Souvenons
–nous du livre « GERMINAL » d’Émile ZOLA, qui inspira nombre de films et de la
répression souvent sanglante qui accompagné des grèves et des manifestations à
la fin du XIXème siècle et au début du XXème (Carmaux, Fourmies,……)
Le
mouvement mutualiste d’entraide s’est constitué comme nécessité historique face
à cette violence sociale.
L’histoire
sociale française est issue d’un bain culturel et social différent de celui de
maints autres pays européens.
Durant
les années 70/80, après les événements de mai et juin 1968, les élites gouvernementales
et patronales, les experts dits sociaux, nous ont proposé en modèle le
syndicalisme d’Amérique du nord (canadien et américain) mais cela n’a pas
fonctionné. Puis, revenant en Europe, il nous a été vanté le modèle allemand de
la cogestion avec le DGB.
Enfin,
la productivité japonaise a trouvé recette dans les années 80.Les salariés
nippons :ne prenaient pas toujours leurs congés, l’offensive syndicale de
printemps était programmée et attendue, la productivité trouvait sa recette
dans la collaboration :dirigeants-salariés avec les cercles de qualité.
Cependant,
il a été oublié ou omis 2 caractéristiques de notre pays :
Il
a souvent été lorgné du côté de l’Angleterre et de l’Allemagne (encore que
récemment ces pays ont connu d’importants mouvements sociaux.) Alors :quelle
est la spécificité française ?
1° En France, il n’y a pas eu de compromis entre la Monarchie (
issue du féodalisme) avec la noblesse :mais notre pays a connu la grande
révolution française avec notamment ses épisodes :1789/93.
2° En France ,le mouvement social est né et s’est
développé avant la constitution des partis ouvriers. Il y a eu avant la
création de la fédération des bourses du travail, puis, la création de la CGT à
Limoges en 1895. Or, les grands partis ouvriers sonnés au début du XXème siècle
: le POF (parti ouvrier français) inspiré par LAFFARGUE et GUESDE, puis, la
SFIO (section française de l’internationale ouvrière.)
En
1919, sera constituée la CFTC (confédération française des travailleurs
chrétiens) et à Tours en 1920 une scission au sein de la SFIO donner naissance
au PCF (parti communiste français.) inspiré par la révolution bolchévique de
1917.

In the night, in full precipitation, President Emmanuel MACRON

Nevertheless, it is advisable to say, that historically, French
employers started with the representatives of the committees of the forging
mills and of the collieries were not exaggerated social dialog.
Let us remember the “GERMINAL” book of Émile Zola, who inspired
many films and of the often bloody repression which accompanied by the strikes
and the demonstrations at the end of the 19th century and the beginning by 20th
(Carmaux, Fourmies, ......)
The movement mutualist of mutual aid was constituted like
historical need vis-a-vis this social violence.
The French social history is resulting from a cultural and
social bath different from that of many other European countries.
During years 70/80, after the events of May and June 1968, the
governmental and employers' elites, the experts known as social, proposed to us
in model the trade unionism of North America (Canadian and American) but that
did not function. Then, returning to Europe, he to us was praised the German
model of coadministration with the DGB.
Lastly, the Japanese productivity found receipt in the years
80.Les paid Japaneses:always did not take their vacation, the trade-union
offensive of spring was programmed and waited, the productivity found its
receipt in collaboration:leader-employees with the quality control circles.
However, he was forgotten or omitted 2 characteristics of our
country:
He was often ogled on the side of England and Germany (still
that recently these countries knew important social movements.) Then:which is
French specificity?
1° In France, it did not have there a compromise between
Monarchy (resulting from feudalism) with the nobility:but our country knew the
great French revolution with in particular its episodes:1789/93.
2° In France, the social movement was born and developed before
the constitution of the working parties. There was before the creation of the
federation of the labor markets, then, the creation of CGT in Limoges in 1895.
However, great working parties sounded at the beginning of the 20th century: the
POF (left working French) inspired by LAFFARGUE and GUESDE, then, the SFIO
(French section of the Workers International.)
In 1919, CFTC (French confederation of the Christian workers)
and in Tours will be made up in 1920 a scission within the SFIO to give rise to
PCF (French Communist party.) inspired by the revolution Bolshevik of 1917.
