EN France : LES PERSONNES ÂGEES = PARLONS EN ! IN FRANCE THE
ELDERLY PEOPLE = LET US SPEAK IN!
Après
50 ans d’engagements multiples en France et de par le monde comme écrivain et
chanteur, parfois dans des conditions de sécurité douteuses, fatigué par le
développement = non pas du libéralisme comme respect de l’initiative
individuelle, du développement des compétences et de leur reconnaissance, mais
du libéralisme intransigeant j’ai décidé de terminer ma vie publique :
Cependant, je trouve toujours des sujets d’actualité qui m’interpellent, et
justifient mon expression que je ne retrouve hélas pas souvent chez d’autres.
Notre
caractéristique en ce début de XXII e siècle : est celle du dogme du
marché ou tout est marchandise, où la fin justifie les moyens, où
l’intelligence n’est plus celle de la responsabilité, de la nécessité humaine,
mais celle du pouvoir de l’argent et de la domination d’autres humains.
C’est
celle ou l’homme est un loup pour l’homme comme l’exprimait le philosophe
HOBBES, et ce marché lorsque débridé, n’a plus comme l’exprimait Octavio PAZ :
» ni concorde ni miséricorde. »
Alors
= OUI comme les philosophes Antonio GRAMSCI, et mon ami le regretté philosophe
dominicain : Jean-Yves JOLIF, décédé en 1979, d’un cancer de la lymphe et
de trop de négligences sur sa santé), qui avait commencé à publier la première
partie de son ouvrage fondamental « Comprendre
l’homme au sens générique » je suis un adepte des catégories
philosophiques de la pratique.
Alors
certes : je ne suis pas invité sur les plateaux de télévision, à mon âge (75
ans en fin d’année), je ne recherche plus les conférences magistrales dans les
amphis ou les médias, je n’ai jamais reçu les reconnaissances Institutionnelles
dans ma région et pays= la centaine dont je dispose provient à 95% de
l’étranger !
A
mon humble avis : les points nodaux de la connaissance débordent les questions
méthodologiques et épistémologiques ; ils font appel à une culture
gnoséologique qui met en relation le rapport global de notre pensée et de notre
action aux faits et aux choses.
Dans cette perspective, je le pense : la situation de trop de
personnes âgées n’est certes pas un simple fait divers ! C’est aussi beaucoup
plus qu’une question de moyens lesquels, certes sont indignes: elle révèle une
situation de civilisation, et hélas dans le pays dit des droits humains les
personnes âgées sont appréhendées comme une charge, un coût, et non comme des
personnes dignes de respect avec la prise en considération de leur apport à la
société.
Il
fut un temps où il y avait la vignette automobile censée aider la situation des
retraités. Elle fut supprimée et ses recettes n’ont jamais été démontrées comme
servant exclusivement à l’aide des personnes âgées.
Maintenant,
les retraités voient une augmentation immédiate depuis janvier de leur CSG de
1,7% ! Il leur est parlé, de la suppression mais échelonnée de la taxe
d’habitation à la condition de ne pas dépasser 1200 euros de revenus mensuel
pour une personne, (ce qui est loin d’être suffisant.) Sinon, elle n’est pas
supprimée !
Depuis
des décennies : la question des moyens dans les EHPADS ou autres
établissements, centres sociaux, hôpitaux, est posée mais jamais traitée sur le
fond.
Il
y a un débat à propos de l’égalité professionnelle hommes -femmes » ; j’avais
proposé depuis longtemps, que l’apport des femmes dans le PIB (produit
intérieur brut ) et plus largement pour le revenu national dans la comptabilité
nationale soit évalué, et ce n’est toujours pas le cas ! Le 8 mars, je
traiterai ce sujet, et le 21 mars celui des discriminations.
Il
en est de même pour les retraités : Ceux nés à la fin de la seconde guerre
mondiale ont apporté leur contribution à l’économie du pays : Ils travaillaient
48 ou 54 H par semaine, parfois, ils payaient une pension à leurs parents qui
les hébergeaient et nourrissaient ! C’était mon cas : en 1962, pour un salaire
mensuel de 450 francs, je réglais 150 francs à mes parents et j’estimais cela
logique.
Sans
retraités :il y aurait des centaine de milliers d’emplois qui disparaitraient
dans les EPHADS, hôpitaux, centres sociaux, services et aides à domicile, pour
le tourisme celles et ceux qui le peuvent consomment des séjours en France et à
l’étranger, et contribuent à faire travailler des agences de voyages,
associations, caisses de retraites…
Ceci,
sans parler de l’importance bénévole de la participation des retraités à la vie
associative multiple :solidaire, culturelle, sportive, etc..
OUI
: leur contribution à la société devrait être signalée !
Présentement,
il nous est dit : que l’apport des retraités par la CSG est une aide à la
jeunesse ! C’est oublier : que compte tenu de la précarité au travail, du
nombre de sans -emploi, des études scolaires plus longues, nombre de parents
doivent aider leurs enfants pour leur socialisation.
Parfois
y compris leurs petits-enfants jusqu’à 25 voire 30 ans !
Enfin,
on veut obliger les retraités disposant de revenus atteignant un certain barème
à déclarer en ligne leurs revenus. Mais un niveau de revenus ne signifie pas
être à l’aise pour déclarer des chiffres en ligne sur un micro –ordinateur. Il
peut, y avoir des soucis visuels, de santé, etc.
C’est
pourquoi : j’ai proposé qu’à partir de 70 ans, la déclaration en ligne ne soit
pas obligatoire.
Cessons
la maltraitance de trop de retraités ! Arrêtons de les obliger à suivre les
évolutions du libéralisme intransigeant ! Ce sont des personnes dignes de
respect et d’attentions !
Comme
l’écrivait déjà en 1994, dans un essai publié chez Odile JACOB, intitulé
» Pour une critique de la raison bioéthique »
qui conserve une actualité brûlante avec les problématiques des
biotechnologies, bioéthique, et du trans/humanisme : le philosophe que je
respecte énormément Lucien SEVE, écrivait :

Le langage des biologistes, des juristes, ( et me concernant GC, j’ajouterai
celui des politiques par leur assurance et conviction ), brille le plus souvent
par leur précision, mais lorsque l’on en vient aux concepts les plus communs
sans lesquels aucune éthique ne peut être formulée :être humain, personne,
respect, dignité, etc. pareil souci d’éclaircissement semble n’être plus
requis…. »
Et
bien, cette lacune dans le langage des élites, se retrouve dans les décisions
ou plutôt les non décisions de nos instances étatiques, et autres Institutions
à caractère social et de santé. Les moyens financiers et humains sont mis
ailleurs !

IN FRANCE THE ELDERLY PEOPLE = LET US SPEAK IN!
After 50 years of multiple commitments in France and all over
the world as writer and singer, sometimes under doubtful security conditions,
tired by the development = not of liberalism like respect of the individual
initiative, on the development of competences and their recognition, but of
intransigent liberalism I decided to finish my public life: However, I always
find current events which challenge me, and justify my expression which I do
not find alas often at others.
Our characteristic at this beginning of XXII E century: is that
of the dogma of the market or all is goods, where The end justifies the means,
where the intelligence is not any more that of the responsibility, of the human
need, but that of the power of the money and the domination of other human.
It is that or man is a wolf to man as philosopher HOBBES
expressed it, and this market when unslung, does not have more as Octavio Paz
expressed it: ” neither nor mercy agrees. ”
Then = YES like the philosophers Antonio GRAMSCI, and my late
friend the Dominican philosopher: Jean-Yves JOLIF, deceased in 1979, of a
cancer of the lymph and too many negligences on its health), which had started
to publish the first part of its fundamental work “To understand the man with
the generic direction” I am a follower of the philosophical categories of the
practice.
Then certainly: I am not invited on the plates of television, at
my age (75 years at the end of the year), I do not seek any more the masterly
conferences in the lecture theaters or the media, I never received the
Institutionnelles recognitions in my area and pays= the hundred of which I lay
out comes to 95% from abroad!
With my humble opinion: the nodal points of knowledge overflow
the methodological and epistemological questions; they call on a gnoseologic
culture which connects the report of our thought and our action at the facts
and the things.
From this point of view, I think it: the situation of too many
elderly people is certainly not a simple news in brief! It is as much more as
one question of means which, certainly are unworthy: it reveals a situation of
civilization, and alas in the country known as of the human rights the elderly
people are apprehended like a load, a cost, and not like people worthy of
respect with the catch in consideration of their contribution at the company.
It was a time when there was the supposed automobile label to
help the situation of the pensioners. It was removed and its receipts were
never shown like being useful exclusively using the elderly people.
Now, the pensioners see an immediate increase since January in
their CSG of 1.7%! He is spoken to them, of the spread out suppression but tax
of dwelling in the condition of not exceeding 1200 euros of incomes monthly
magazine for a person, (what is far from being sufficient.) If not, it is not
removed!
Since decades: the question of the means in the EHPADS or other
establishments, social centres, hospital, is asked but ever treated about the
bottom.
There is a debate in connection with the professional equality
men - women”; I had proposed for a long time, that the contribution of the
women in the GDP (gross domestic product) and more largely for the national
revenue in the national accounting is evaluated, and it is still not the case!
On March 8th, I will cover this issue, and on March 21st that of
discriminations.
It is the same for the pensioners: Those born at the end of the
Second World War made their contribution to the economy of the country: They
worked 48 or 54 H per week, sometimes, they paid a pension with their parents
who lodged them and nourished! It was my case: in 1962, for a monthly salary of
450 francs, I regulated 150 francs with my parents and I considered that
logical.
Without reprocessed:there would be hundred thousands of
employment which would disappear in the EPHADS, hospital, social centres,
services and assistances to residence, for tourism those and those which can it
consume stays in France and abroad, and contribute to make work travel
agencies, associations, pension funds…
This, without speaking of the voluntary importance of the
participation of the pensioners in multiple community life:interdependent,
cultural, sporting, etc.
YES: their contribution to the company should be announced!
At present, it is tell to us: how the contribution of the
pensioners by the CSG is a help with youth! It is to forget: that taking into
account precariousness with work, amongst unemployed person, of the longer
school studies, many parents must help their children for their socialization.
Sometimes including their grandchildren up to 25 even 30 years!
Lastly, one wants to oblige the pensioners having incomes
reaching a certain scale to declare on line their incomes. But a level of
incomes does not mean to be at ease to declare figures on line on a
micro-computer. There can, to be visual concern, of health, etc
This is why: I proposed that as from 70 years, the declaration
on line is not obligatory.
Let us cease the ill-treatment of too many pensioners! Let us
stop obliging them to follow the evolutions of intransigent liberalism! They
are people worthy of respect and attentions!
As wrote it already in 1994, in a test published in Odile Jacob,
entitled” For a criticism of the reason bioethics” which preserves an extreme
topicality with the problems of biotechnologies, bioethics, and of
trans/humanism: the philosopher that I respect enormously Lucien SAP, wrote:
” The language of the biologists, of the lawyers, (and relating
to me GC, I will add that of the policies by their insurance and conviction),
generally shines by their precision, but when one comes to the most common
concepts without which no ethics can be formulated:human being, nobody, similar
respect, dignity, etc preoccupation with an explanation seems not to be more
necessary…. ”
And well, this gap in the language of the elites, is found in
the decisions or rather nonthe decisions of our official authorities, and other
Institutions in social matter and of health. Financial means and human ones are
put elsewhere!
