NE S’ATTEND PAS ! Elle se recherche, se négocie, par une volonté
politique internationale de résolution des conflits :
Grave situation au Yémen bombardé, le problème Kurde et les bombardements de la
Turquie, et j’ajoute : Guy CREQUIE, que les kurdes ont apporté une
contribution importante dans la lutte contre l’Etat islamique (DAECH), et
la libération de villes importantes entre leurs mains. Ceci, mérite
considération, respect, et dialogue ! Nouvelles tensions entre Israël, l’Iran
et la Syrie, la suspicion qui vise le régime syrien d’utiliser des armes
chimiques contre ses opposants….
Bref,
face à la situation internationale délicate et dangereuse que nous connaissons
au plan international : comme l’a exprimé il y a déjà un vingtaine
d’années le Professeur Johan GALTUNG, l’un des pionniers pour la recherche pour
la paix :il faut un dépassement de situations figées par la créativité, et
dans ce cadre = des initiatives citoyennes.
Certes,
même engagé pour la paix et les droits et devoirs humains, le citoyen se
considérant citoyen universel à partir de sa réalité locale, régionale et
nationale, ne dispose pas de toutes les informations étatiques,
diplomatiques,….Il peut faire des propositions et suggestion prématurées,
parfois non judicieuses, voire, se tromper parfois.
Cependant,
si des millions de citoyens se dressent, proposent, forcément : il y a et
aura des propositions dignes d’intérêt ! Ceci, à la condition que la puissance
étatique manifeste sa volonté d’agir pour la paix en ne se cantonnant pas aux
positions politiques, idéologiques ,stratégiques, économiques, basées
exclusivement sur le court terme, le repli sur soi, des alliances
stratégiques figées, et le nationalisme.
Déjà,
je l’ai indiqué précédemment, le Conseil de sécurité de l’ONU devrait être
élargi à l’évolution du monde, en ne se limitant plus aux seuls pays disposant
de l’arme nucléaire, puisque normalement lieu de construction de la paix,
mais, à des pays émergents n’en disposant pas, ou à certains qui l’envisagent,
mais à qui : le fait d’être confronté à la résolution de conflits non liés
directement à leur champ d’influence, pourrait faire inverser la priorité des
valeurs. Alors, il peut être envisagé d’élargir les membres permanents du
conseil de sécurité de l’ONU à l’Inde ,le Brésil, l’Afrique du sud, le
Nigéria, ( car le continent africain sera l’un des pôles du XXII è siècle), le
Japon, et peut–être à d’autres, bien ultérieurement, du proche ou Moyen Orient,
ceci, lorsque l’esprit de paix l’emportera dans le respect des uns et des
autres. Hélas, ce n’est pas présentement le cas !
J’apporterai,
d’autres précisions lors de la journée internationale de la paix le 21
septembre; cependant, la société civile (et dans ce cadre des représentants
qualifiées de celle-ci, ) devraient être représentés au sein d’Institutions
internationales dont l’Assemblée générale des Nations Unies.(personnalités
qualifiées de l’économie, la justice, la science et la culture, le
syndicalisme, les activités sportives et artistiques.)
Lorsque
les sujets abordés touchent au respect de la dignité de la vie :paix
,éducation, santé, incidences de la pauvreté…..Les représentants de la
société civile devraient bénéficier de la voix délibérative.
Enfin,
la justice internationale devra, et doit faire son devoir ! Mais en attendant, le fait de ne pas discuter avec tel
dirigeant ,qui certes est peut- être, ou forcément un dictateur, voire un
tyran, n’empêche nullement qu’en attendant : des milliers de personnes
innocentes de la société civile sont bombardées, massacrées, torturées,. Sont
privées des moyens de l’alimentation, le logement et l’hygiène nécessaire, les
enfants sont déscolarisés, vivant dans la peur………..
Le
respect de la dignité de toute vie n’implique- t-il pas de prendre en
considération comme élément premier : cet argument ?
Alors
: les 8 et 21 mars, le 21 septembre lors des journées internationales des
Nations Unies, j’apporterai d’autres arguments, ceci, car d’autres situations
comme la Faim au Soudan du sud, les situations en Irak, Syrie, Libye, le
conflit israélo-palestinien qui perdure depuis tant de temps motivent
l’intervention étatique, interétatique, et de l’intervention internationale de
la société civile des peuples.
Le fait :que les athlètes de la Corée du Nord et du Sud défilent
ensemble pour les valeurs de l’olympisme ne constitue- t-il- pas un message
d’espoir :le sport comme la musique qui relient les corps et les cœurs, ont un
pouvoir de synthèse qui transcendent l’appartenance à un pays, un continent.
Enfin,
je fais un triste constat :les élus politiques, les médias invitent à
l’engagement citoyen individuel :cependant, lorsque celui-ci existe :il est
ignoré, marginalisé, voire censuré par les grands médias et les grandes
Institutions nationales et internationales n’accordent aucune reconnaissance à
ce type d’engagement. Il faut être un représentant d’Etat, et parfois : une
ONG, ou représentant d’une autre organisation internationale, pour être écouté
!
Alors, face au résumé de situations ci-dessus, certes trop
lapidaires, il faudrait que le Secrétaire général de l’ONU avec le soutien du
Conseil de sécurité de l’ONU, organise dans le troisième trimestre de 2018,
début 2019 au plus tard, une conférence mondiale sur le désarmement, avec en
son sein, des ateliers particuliers sur des conflits régionaux.
Ces ateliers, seraient précédés de rencontres bilatérales, et
plénières à un certain stade, avec un ou des pays en conflit !

Serious situation in bombarded Yemen, the Kurdish problem and bombardments of
Turkey, and I add: Guy CREQUIE, that Kurdish made an important contribution in
the fight against the Islamic State (DAECH), and release of important cities
between their hands. This, deserves consideration, respect, and dialogues! New
tensions between Israel, Iran and Syria, the suspicion which aims at the Syrian
mode to use chemical weapons against its opponents….
In
short, vis-a-vis the delicate and dangerous international situation that we
know with the international plan: as there expressed it is already a
score of years Professor Johan GALTUNG, one of the pioneers for research for
peace:one needs a going beyond situations solidified by the creativity, and
within this framework = of the initiatives citizens.
Admittedly,
even committed for the human peace and rights and duties, the citizen being
considered universal citizen starting from his local, regional and national
reality, does not have all information official, diplomatic,….He can make
premature proposals and suggestion, sometimes nonjudicious, even, to be
mistaken sometimes.
However,
so of the million citizens draw up themselves, propose, inevitably: there
has and will be proposals worthy of interest! This, in the condition which the
official power expresses its will to act for peace while not being confined
with the positions political, ideological, strategic, economic, based
exclusively on the short-term, the return to oneself, of solidified strategic
alliances, and nationalism.
Already,
I indicated it previously, the Security Council of UNO should be widened with
the evolution of the world, while limiting myself more to the only countries
having the nuclear weapon, since normally place of construction of peace, but,
in emerging countries while not laying out, or with some which consider it, but
with which: the fact of being confronted with the resolution of conflicts
nondirectly dependant on their field of influence, could make reverse the
priority of the values. Then, it can be planned to widen the permanent members
of the Security Council of UNO in India, Brazil, South Africa, Nigeria,
(because the African continent will be one of the poles of the XXII è century),
Japan, and perhaps with others, well later on, of the close relation or
Middle-East, this, when the spirit of peace carries it in the respect of the
ones and others. Alas, it is not at present the case!
I
will bring, other precise details at the time of the international day of peace
on September 21st; however, the civil society (and within this framework of the
accredited representatives of this one,) should be represented within
International institutions of which the General Assembly of the United
Nations.(personalities qualified of the economy, justice, science and culture,
trade unionism, sports activities and artistic.)
When
the broached subjects touch with the respect of the dignity of the life:peaces,
education, health, incidences of poverty ..... the representatives of the civil
society should profit from the deliberative voice.
Lastly,
international justice will have, and must make its duty! But in the meantime
the fact of not discussing with such leader, who certainly is perhaps, or
inevitably a dictator, even a tyrant, prevents by no means but while waiting:
thousands of innocent people of the civil society are bombarded, massacred,
tortured. Are private means of the food, housing and hygiene necessary, the
children are taken out of the school system, alive in the fear ...........
The
respect of the dignity of any life does not imply T it not to take into account
like element first: this argument?
Then:
on March 8th and 21st, on September 21st at the time of the international days
of the United Nations, I will bring other arguments, this, because of other
situations like the Hunger in Sudan of the south, the situations in Iraq,
Syria, Libya, the israélo-Palestinian conflict which continues since such an
amount of time justify the intervention official, interetatic, and of the international
intervention of the civil society of the people.
The
fact:that the athletes of the North Korea and the South ravel together for the
values of the Olympic ideal does not constitute do not strip a message of
hope:the sport as the music which connects the bodies and the hearts, have a
power of synthesis which transcend the membership of a country, a continent.
Lastly,
I make a sad report:the political elected officials, the media invite upon the
engagement individual citizen:however, when this one exists:he is ignored,
marginalized, even censured by the great media and the great national and
international Institutions do not grant any recognition to this kind of
commitment. It is necessary to be a representative of State, and sometimes: an
ONG, or representative of another international organization, to be listened!
Then,
vis-a-vis the summary of situations above, certainly too concise, it would be
necessary that the General secretary of UNO with the support of the Security
Council of UNO, organizes in the third quarters of 2018, at the beginning of
2019 at the latest, a world conference on disarmament, with in its center, of
the particular workshops on regional conflicts.
These
workshops, would be preceded by bilateral, and plenary meetings at a certain
stage, with a country in conflict!
