Depuis
samedi dernier, le mouvement des gilets jaune a un lourd bilan : 2 morts, des
centaines de blessés, des interpellations et gardes à vue. Bien entendu, le
gouvernement dont son Ministre de l’intérieur s’attarde sur les drames, et il
tente de discréditer et de laisser pourrir ce mouvement, dont l’épisode
parisien du samedi 24 octobre sera un tournant majeur.
Créer
la peur est plus facile que de parler du fond du dossier ! Certes
personnellement, j’aurais préféré un mouvement structuré à l’appel des confédérations
syndicales dans l’unité, ceci, car les questions du pouvoir d’achat constituent
l’une de leur raison d’être : assurer la défense quotidienne des travailleuses
et des travailleurs et des sans- emploi !
Hélas
leur division et affaiblissement, le discrédit alimenté par certaines affaires
les rend impopulaires vis – à vis de certains de nos concitoyens.
La
CGT a son niveau, appelle à une mobilisation le 1er décembre, et le secrétaire
général de la CFDT a appelé à une sorte de grenelle sur les sujets de
l’écologie et de la justice sociale réunissant les acteurs syndicaux de
salariés et des entreprises, mais également les organisations écologistes et de
consommateurs !
Tout
ce qui peut être fait est à faire !
Alors,
qu’il y a tant de souffrance parmi le monde salarié et des précaires et
sans -emploi ,celui des retraités qui subissent et une CSG en hausse et une non
indexation de leur pension de retraite sur la hausse des prix, que
des artisans, agriculteurs, de jeunes étudiants galèrent ou connaissent la
misère,…………… Peu de commentateurs parlent du cout de
l’évasion fiscale que de experts estiment à 85 milliards d’euros en 2018 !
Si la moitié de cette somme était mise pour la transition
écologique, et l’autre moitié pour la justice sociale à commencer par le
pouvoir d’achat = bien des misères et souffrances seraient atténuées.
Le sujet devrait faire l’objet d’une session spéciale du
parlement français, puis le Premier Ministre ou le Président de la République
aurait à en rendre compte lors d’une intervention télévisée devant
l’ensemble des françaises et des français.

A
propos des femmes: la démarche GPS et Women Global Harmony Association"
(WGHA), les concernent particulièrement ! Il est urgent d’agir pour
mettre fin aux violences dont elles sont victimes !
Même
dans un pays occidental dit civilisé comme la France, selon un rapport
ministériel : 600.0000 femmes sont victimes de violences sexuelles chaque
année, et selon les périodes = tous les 2 ou 3 jours, une femme meurt sous les
coups de son mari ou compagnon en
Russie selon Amnesty, ce serait pire, une femme battue succomberait toutes les
63 minutes.
En
Afrique du sud, une femme serait violée toutes les 23 secondes, en Ethiopie ou
une fillette est excisée régulièrement. En Corée du Nord selon le témoignage de
54 femmes rapporté par une ONG le viol serait institutionnalisé dans certains
secteurs de la police, dans des entreprises, communes…………..
Aucun
continent n’est épargné par les violences faites aux femmes, ceci, même si le
pire existe parmi l’inacceptable !
Selon
l’information transmise par Amnesty international : la lettre de mars 2018 :
70% de femmes dans le monde ont déjà été victimes de violences physiques
et ou sexuelles, 200 millions de jeunes filles et de femmes ont subi des
mutilations génitales, 3 millions de fillettes risquent d’être excisées chaque
année, et 32 millions de filles ne vont toujours pas à l’école primaire.
De
par le monde, des milliers de jeunes filles sont mariés de force par
leurs parents, fréquemment avant 18 ans et même parfois depuis l’âge de 11 ans.
Ceci alors que leur partenaire qu’on leur impose peut avoir 20 ou 30 ans de
plus qu’elles et parfois bien plus encore.
Cette
pratique serait répandue en Afrique de l’ouest !La conséquence dramatique
de ces mariages est la grossesse qui suit et l’accouchement est la seconde
cause de décès de jeunes femmes âgées de 15 à 19 ans.
Enfin,
ces mariages forcés prématurés constituent un empêchement à leur
scolarité car soit elles ne peuvent s’y rendre, soit elles doivent quitter
l’école une fois mariées et enceintes. Oui et hélas de telles situations
existent encore, ceci, alors que nous sommes entrés dans le III e millénaire.
En
2018 encore, il existe des situations comme celle d’Asia BIBI au Pakistan
accusée de blasphème ;L’affaire remonte à 2009.A l’époque cette mère de
famille chrétienne a donné à boire à des femmes musulmanes qui travaillaient à
ses côtés dans un champ. Elle a été accusée d’avoir souillé un puits musulman.
Depuis, les ultras-religieux réclament sa mort et ce, malgré le verdict de la
cour suprême annulant la condamnation à mort.
S’agissant
des mutilations génitales autre le fait qu’elles sont pratiquées pour contrôler
de façon indigne la sexualité des jeunes filles Amnesty International les
assimilent à une forme de torture ! Selon la lettre d’Amnesty France de
mars 2018,bien qu’en régression, cette pratique concernerait encore 6000 femmes
et fillettes chaque année principalement en Afrique et dans certains pays
asiatiques.
Egalement,
cette pratique peut exister dans des communautés immigrées dans des pays
européen.
Il
est connu que malgré les améliorations dans nos pays européen les plaintes déposées
auprès des commissariats de police ne sont pas toujours considérées comme
prioritaires, ou bien la justice ne donne pas suite !
Des
moyens considérables doivent être accordés à la police et la justice pour
traiter ce phénomène honteux de nos jours et les fonctionnaires de police
et de la justice devraient suivre une formation associant :acteurs
économiques et des villes, économistes, médecins, psychologues, sociologues et
philosophes. Ceci, afin de traiter toutes les dimensions du sujet.
D’ores
et déjà , je peux indiquer que Madame Phumzile MLAMBO-NGCUKA, Directrice
exécutive d’ONU femmes (organisation qui lutte pour l’égalité des sexes),
a fait cette déclaration lors du Conseil de sécurité de l’ONU en octobre 2017 :
» Le programme sur les femmes, la paix et la sécurité a un impact toujours plus
important sur l’élaboration des politiques mondiales. Il est désormais un
pilier incontournable dans la gestion des affaires mondiales. .. » Et à un
autre moment dans son intervention elle indique : »
Ainsi,
la participation des femmes à la résolution des conflits et à la consolidation
de la paix s’est accrue depuis l’adoption de la résolution 1325 du
Conseil de sécurité en 2000, et le traité de non–prolifération des armes
nucléaires souligne, désormais explicitement, l’importance de
l’implication des femmes en matière de désarmement, et de refonte des
politiques de sécurité nationale…. »
D’autres
documents sont intéressants :Ainsi, la conférence des parties à la
convention-cadre des Nations Unies sur les changements climatiques (COP23),qui
s’est tenue en Allemagne en novembre 2017,a adopté un plan d’action pour
l’égalité des sexes.
Enfin,
le bouddhiste et essayiste japonais Daisaku IKEDA, lequel depuis 1983, adresse
chaque année ses propositions pour la paix au Secrétaire général de l’ONU, dans
sa proposition 2018, adressée au Secrétaire général de l’ONU, il propose : »
L’instauration d’une décennie internationale de l’émancipation des
femmes pour promouvoir ce courant de transformation, afin qu’il s’ancre
dans toutes les sphères de la société. Cette décennie pourrait s’étendre
de 2020 (date du 20 ème anniversaire de l’adoption de la résolution 1325) à
2030, année de l’aboutissement des réalisations des objectifs de développement
durable……………. »
Pour
cette contribution, je ne vais pas dire à nouveau ce que j’ai exprimé lors de
la journée internationale pour les droits fondamentaux de la femme le 8 mars
,et il ne peut pas être abordé les droits humains et la journée du 10 décembre,
ni celle pour la paix le 21 septembre, sans y inclure la réalité féminine qui
concerne l’une des deux composantes d l’humanité de sexe féminin.
Ce
jour, je renouvelle simplement la proposition que je soumets depuis des
années qui peut-être un apport à la reconnaissance de leur rapport à
l’humanité :Certes cet apport est moindre dans les pays où leurs droits
sont totalement bafoués, mais justement ce serait un indice de développement
possible :je suggère que dans les pays occidentaux développés l’apport des
femmes dans le Produit intérieur brut soit indiqué, de même, au sein des postes
importants de la comptabilité nationale.
L’UNESCO,
doit disposer des fonds adaptés pour que dans les objectifs du développement
durable le programme d’éducation des filles deviennent une priorité.
L’Assemblée générale de Nations Unies devrait en débattre et un programme
annuel de baisse des violences devrait être opératoire sur chaque
continent et être révisé tous les 3 ans.
Dans
ma contribution le 21 septembre, j’ai abordé les risques pour la paix provoqués
par le dérèglement climatique dans diverses contrées. Les exodes massifs,
anarchiques de population sont facteurs de troubles sociaux, économiques et
politiques. J’aborde ce jour un peu plus longuement la situation des personnes
âgées relativement à la problématique des droits humains. A ce sujet, les Etats
reçoivent des rapports, votent parfois des résolutions, mais en actes, ils
n’hésitent pas à contredire ce qu’ils votent ou reçoivent de l’ONU.
Exemple :la
France a augmenté la CSG (contribution sociale généralisée de +1,7% pour les
retraités percevant une pension de plus de 1200 euros = donc loin d’être
aisés ! C’est mon cas ! Or, j’ai cotisé 45 années à la sécurité
sociale de 14 à 59 ans.je travaillais 48H par semaine, y compris 54H lors du
déménagement de l’économat au sein duquel je travaillais dans un autre
quartier. J’ai accepté, en juin 1964 de gagner 450 francs mensuels au lieu de
800 et ce alors que de surcroit, je n’avais qu’à traverser la rue pour me
rendre dans le magasin au sein duquel je pouvais être recruté comme vendeur en
quincaillerie. Or, pour 450 francs ,j’ai accepté de me lever tôt pour prendre
le train et me rendre de Villefranche sur Saône à la gare de Lyon Perrache.
J’ai accepté ce modeste salaire et cette fatigue, ceci, car l’entreprise
publique qui me recruta me garantit l’emploi jusqu’à ma retraite, des avantages
sociaux, et une possibilité de promotion interne par formation et ou
postulation à un autre poste.
J’étais
loin d’être un nanti, il s’agissait d’un choix ! Lors de sa contribution
pour la paix adressée le 26 janvier 2018, au Secrétaire général de l’ONU,
Monsieur IKEDA, précise le constat fait par l’Institution internationale,
extrait : « selon les Nations Unies, plus de 900 millions de personnes
âgées de soixante ans et plus vivent dans le monde aujourd’hui, et ce chiffre
pourrait atteindre1,4 milliards d’ici 2030.de nombreux gouvernements, notamment
ceux des pays développés, luttent pour répondre aux changements abrupts de
structures sociales provoqués par les taux de natalité en rapide déclin et par
le vieillissement démographique…..Les femmes sont très concernées par ce
constat.
J’ajoute :GC : En France la crise dans les
établissements hospitalier (EPHAD ), et autres, traduit ce malaise :manque
de personnel et de moyens financiers pour adapter les structures aux besoins et
prendre en charge dignement les personnes âgées.
Je poursuis l’analyse des Nations Unies….. » L’un de ces
enjeux fut examiné lors de la huitième session du groupe de travail à composition
limitée sur le vieillissement en juillet 2017. Il fut
souligné, que la jouissance de l’ensemble des droits humains diminue avec
l’âge, en dépit de l’engagement pris dans la déclaration universelle des droits
de l’homme qui affirme que tous les êtres humains naissent libres et
égaux en dignité et en droits. Or le plus fréquemment l’espérance de vie des
femmes est plus élevée que celle des hommes mais les établissements spécialisés
qui les reçoivent sont très onéreux et débordent souvent leur modeste pension
et leurs enfants doivent subvenir. Sinon, tous les établissements ne leur
assurent pas des conditions suffisantes de confort et de prise en charge.
Cela s’explique par les images négatives associées aux personnes
âgées, perçues comme moins productives, et considérées comme un poids pour
l’économie, moins utiles à la société, et pour les générations plus jeunes.
Comme l’ont souligné la deuxième assemblée mondiale sur le
vieillissement en 2002, et plus tard, le groupe de travail à composition, non
limitée sur le vieillissement (En 2017),la protection des droits humains des
personnes âgées fait partie intégrante de la création d’une culture des
droits humains, où tous les gens, quel que soit leur âge seront respectés, et
où aucune forme de discrimination ne sera tolérée…. »
Et bien en 2018 en France, et dans bien des lieux de par le monde,
nous sommes loin de répondre à cette exigence ? De plus en plus nombreuses
à l’appel de personnalités artistiques que les médias des femmes engagées
appellent à des mobilisations citoyennes :pétitions, délégations
manifestations comme encore ce 24 novembre ! Les sanctions comme les
viols, agressions, menaces abus de pouvoir doivent être sanctionnées sans
attentisme, indulgence ou atermoiement.
Quand viendra le jour : où le respect des 2 composantes de
l’humanité = de sexe féminin et masculin sera réalité ! Le poète
philosophe que je suis a écrit un jour « La femme est celle
pour laquelle être homme son avenir : est un défi sans fin. »
Alors que notre millénaire engagé pose de nouvelles
exigences sur la façon de vivre en société entre groupes sociaux en symbiose
avec la nature et entre civilisations ,se priver ou altérer l’apport de l’une
des 2 composantes de l’humanité de sexe féminin est une honte et un crime
pour l’humanité.
Nous sommes capables d’inventer de nouvelles technologies ,la
science avance à grands pas, l’intelligence artificielle dans ses applications
va modifier nos rythmes d’existence et nos pratiques sociales instruites et
cependant :nous ne respectons pas l’appartenance au sexe féminin.
J’indique
également, ce qui correspond à ma situation d’écrivain et de chanteur
membre d’associations internationales, ( certes à titre bénévole), qu’un
retraité ou pensionné, qui par choix et en santé estimée suffisante pour le
faire devrait pouvoir travailler par exemple dans le tutorat pour
transmettre des connaissances à la nouvelle génération. Ceci, si l’état du
marché du travail le permet, et ce, sans concurrence ou présentée comme telle
afin de diviser les générations.
Enfin,
s’agissant du respect des droits fondamentaux de la femme ,je renouvelle mes
réflexions « Pour une révision de la pensée philosophique trop longtemps
misogyne » que les éducateurs de l’ONU, ont publié l’an dernier.

In
connection with the women: the approach GPS and Total Women Harmony
Association” (WGHA), relate to them particularly! It is urgent to act to put an
end to violences of which they are victims!
Even
in a said Western country civilized like France, according to a ministerial
report: 600.0000 women are victims of sexual violence each year, and according
to the periods = all the 2 or 3 days, a woman dies under the blows of her
husband or companion in Russia according to Amnesty, it would be worse, a
beaten woman would succumb every 63 minutes.
In
South Africa, a woman would be violated every 23 seconds, in Ethiopia or a
young girl is excised regularly.
No
continent is saved by the violences made to the women, this, even if the worst
exists among the unacceptable one!
According
to the information transmitted by international Amnesty: the letter of March
2018: 70% women in the world were physical already victims of violence and or
sexual, 200 million young girls and women underwent genital mutilations, 3
million young girls is likely to be excised each year, and 32 million girls
still does not go to the elementary school.
All
over the world, thousands of young girls are married of force by their parents,
frequently before 18 years and even sometimes since age the 11 years. This
whereas their partner that one imposes to them can have 20 or 30 years more
than they and sometimes much more still.
This
practice would be widespread in West Africa!The dramatic consequence of these
marriages is the pregnancy which follows and the childbirth is the second cause
of death of old young women from 15 to 19 years.
Lastly,
these premature forced marriages constitute a prevention with their schooling
because of being they cannot go there, that is to say they must leave the
school once married and pregnant. Yes and alas of such situations still exist,
this, whereas we entered the III E thousand-year-old.
As
regards genital mutilations other the fact that they are practiced to control
in a way unworthy sexuality of the Amnesty International young girls compare
them to a form of torture! According to the letter of Amnesty France of March
2018, although in regression, this practice would concern still 6000 women and
young girls each year mainly in Africa and in certain Asian countries.
Also,
this practice can exist in communities immigrant in European countries.
It
is known that in spite of the improvements in our European countries the lodged
complaints near the police stations are not always regarded as priority, or
justice does not deal!
Considerable
means must be granted to the police and justice to treat this ashamed
phenomenon nowadays and the justice and police officers should follow a
formation associating:economic actors and of the cities, economists, doctors,
psychologists, sociologists and philosophers. This, in order to treat all
dimensions of the subject.
Right
now, I can to indicate that Mrs Phumzile MLAMBO-NGCUKA, Executive director of
UNO women (organization which fights for the equality of the sexes), made this
statement at the time of the Security Council of UNO in October 2017: ” The
program on the women, peace and safety has an impact increasingly more
important on the development of the world politicses. It is from now on a
pillar impossible to circumvent in the management of the world business. ” And
to another moment in its intervention it indicates: ”
Thus,
the participation of women with the resolution of the conflicts and the
consolidation of peace increased since the adoption of the resolution 1325 of
the Security Council in 2000, and the non-proliferation treaty of the nuclear
weapons underlines, from now on explicitly, the importance of the implication
of the women as regards disarmament, and national recasting of the security
policies…. ”
Other
documents are interesting:Thus, the conference of the parts with
convention-tallies of the United Nations on the climate changes (COP23), which

of the sexes.
Lastly,

This
day, I renew simply the proposal which I submit since of the years which
perhaps a contribution with the recognition of their report to
humanity:Admittedly this contribution is less in the countries where their
rights are completely ridiculed, but precisely it would be a possible
indication of development:I suggest that in the developed Western countries the
contribution of the women in the Gross domestic product is indicated, in the
same way, within the important stations of the national accounting.
UNESCO,
must have the adapted funds so that in the objectives of sustainable
development the programme of education of the girls become a priority. The
General Assembly of the United Nations should discuss it and an annual
programme of fall of violences should be operational on each continent and be
revised every 3 years.
In
my contribution on September 21st, I approached the risks for peace caused by
the climatic disordered state in various regions. The massive, anarchistic
exoduses of population are factors of social, economic and political
disturbances. I a little at greater length approach this day the situation of
the elderly people compared to the problems of the human rights. On this
subject, the States receive reports, vote for sometimes resolutions, but in
acts, they do not hesitate to contradict what they vote or receive from UNO.
Example:France
increased the CSG (generalized social contribution of +1.7% for the pensioners
perceiving a pension of more than 1200 euros = thus far from being easy! It is

could atteindre1,4 billion by 2030 .de many governments, in particular those of
the developed countries, fight to answer the changes precipice of social
structures caused by birth rates in fast decline and by demographic ageing
..... the women are very concerned by this report.
I
add:GC: In France the crisis in the hospitals (EPHAD), and others, translated
this discomfort:miss of staff and financial means to adapt the structures to
the needs and to deal with the elderly people with dignity.
I
continue the analysis of the United Nations .....” One of these challenges was
examined at the time of the eighth session of the working group with
composition limited on ageing in July 2017. It was underlined, that the
pleasure of the whole of the human rights decreases with the age, in spite of
the commitment made in the universal declaration of the human rights which
affirms that all the human beings are born free and equal in dignity and
rights. However most frequently the life expectancy of the women is higher than
that of the men but specialized establishments which receive them are very
expensive and often overflow their modest pension and their children must
provide. If not, all the establishments do not ensure them of the
sufficient conditions of comfort and assumption of responsibility.
That
is explained by the negative images associated with the elderly people,
perceived like less productive, and considered as a weight for the economy,
less useful for the company, and for the younger generations.
As
underlined it the second world assembly on ageing in 2002, and later, the
working group with composition, not limited on ageing (In 2017), the protection
of the human rights of the elderly people forms integral part of the creation
of a culture of the human rights, where all people, whatever their age will be
respected, and where no form of discrimination will be tolerated…. ”
And
well in 2018 in are France, and in many places all over the world, we far from
answering this requirement? Increasingly many with the call of artistic
personalities that the media of the committed women call with mobilizations
citizens:petitions, delegations demonstrations like still this November 24th!
The sanctions like the rapes, aggressions, threats abuse of power must be
sanctioned without wait-and-see policy, indulgence or extension.
When
comes the day: where the respect of the 2 components of the humanity = of
female sex and masculine will be reality! The poet philosophizes that I am
wrote to one day “the woman is that for whom to be man his future: is a
challenge without end”
Whereas
our committed millenium establishes new requirements on the way of living in
company between social groups in symbiosis with nature and between
civilizations, to deprive or deteriorate the contribution of the one of the 2
components of the humanity of female sex is a shame and a crime for humanity.
We
are able to invent new technologies, science advances with great steps, the
artificial intelligence in its applications will modify our rhythms of
existence and our educated social practices and however:we do not respect the
membership of the female sex.
I
also indicate, which corresponds to my situation of writer and singer member of
international associations certainly on a purely voluntary basis, that a
pensioner or pensioner, who by choice and in sufficient health estimated to do
it should be able to work for example in the guardianship to transmit knowledge
to the new generation. This, if the state of the job market allows it, and this,
without competition or presented like such in order to dividing the
generations.
Lastly,
as regards respect of the basic rights of the woman, I renew my reflections “For a revision of the philosophical thought too long

Le
n° spécial du 70e anniversaire de « Citoyens du monde » de
novembre 2018 nous livre quelques données décisives pour notre survie !
Il
a fallu attendre 2009 pour qu’un lien soit officiellement établi entre le réchauffement
climatique et le réchauffement des océans ;
la
conscience universelle va plus lentement que l’utilisation des nouvelles
technologies au service prioritaire de l’économie et des politiciens qui pour
leur avenir électoral privilégient le court terme.
Des
ONG internationales et leurs animateurs de Léo SEMASHKO à Maria CRISTINA
AZCONA, en passant par Daisaku IKEDA, Germain DUFOUR, Ernesto KAHAN, Delasnieve
DASPET, Joseph BEROLO, Johan GALTUNG, Ada AHARONI, Marie ROBERT et tant
d’autres tout aussi mobilisés au sein de GHA ,GPS, et dans bien d’autres
structures qui proposent, alertent, ont une vision humaniste scientifique,
appellent au changement intérieur .Certains ont reçu des distinctions
prestigieuses comme le prix Nobel.
Mais
il est des anonymes tout aussi méritants qui ne reçoivent aucune attention de
la part des élites dirigeantes.
Malgré
tout : tant que les peuples ne feront pas directement pression sur leurs
gouvernements pour notre survie, les avancées seront millimétriques, ceci,
pendant que les désordres climatiques se dévoilent au stade des dégradations
enregistrées à un rythme accru.
Il
faut cette pression conjointe car tant que les législations ne seront pas
harmonisées : elles seront insuffisamment efficaces !
480
milliards = c’est le nombre de bouteilles en plastique produites chaque année
dans le monde. Chaque seconde (ce qui est ahurissant), plus de 400 kilos de
plastic sont déversées dans les mers. A ce jour, 5000 milliards de
microparticules de plastique polluent l’océan mondial en surface mais
également dans les eaux profondes.
Des
solutions sont possibles pour nettoyer les océans comme ces aspirateurs géants
qui traiteront Environ 1% des déchets tout en mobilisant des moyens
technologiques eux-mêmes très polluants.
Au rythme actuel ; sans une révolution des esprits et
leur passage à l’acte, il y aura plus de plastique que de poissons dans
les mers et océans en 2050.
Nous avons confondu par suffisance instruction et les
applications de la science et des technologies avec la sagesse humaine que dans
leur domaine respectif :la philosophie et les diverses pensées religieuses
n’ont cessé de nous interpeller sur le sens de l’existence et sur la nécessaire
harmonie entre les humains, car durant trop longtemps cependant, ce sont les
bouddhistes et les taoïstes qui faisaient la relation avec le monde animal et
les espèces minérales et végétales.
2000 tonnes, c’est le volume de mercure que les activités humaines
rejettent chaque année dans la nature. Extrêmement toxique, son inconvénient
majeur est celui de ne pas se dégrader. On retrouve directement du mercure dans
la chaine alimentaire à l’exemple du thon. Or, malgré ce constat alarmant un
grand nombre d’Etats nation refuse toujours de ratifier la convention de
Minamata.
10 années ont suffi pour que les activités humaines modifient la
composition chimique des océans…………..On prévoit ainsi que les eaux de surface
les plus froides deviendront corrosives particulièrement pour les coquilles de
certains mollusques.
Bien que le phénomène soit identifié, les récifs coralliens
continuent de subir les effets de cette dégradation.
Devrai-je : citoyen universel ordinaire, me résoudre
écrire un 33e ouvrage ? A ce jour , j’ai connu chars,
expulsions, balles, surveillances de ma personne, mais les Institutions de mon
pays du département au gouvernement = ont superbement ignoré mon
engagement. Mieux : sur la centaine de reconnaissances et distinctions
en ma possession = seules 6 proviennent d’organismes de mon pays.
Il y aurait 15.000 plateformes de forage de par le monde ;or
le forage offshore reste peu réglementé. Les accidents se multiplient.
Pour respecter la hausse de température espérée par la COP 21,il faudrait
absolument renoncer à exploiter les zones encore vierges !
Or, c’est tout l’inverse qui se produit déforestation, forage,
etc.
Chaque année, 1% du littoral est détruit. le tourisme de masse
ainsi que l’usage exacerbé des produits phytosanitaires accentuent la
détérioration massive du littoral. Les populations se rapprochent
dangereusement du littoral.
Or, de grands pays pratiquent par égoïsme national la fuite en
avant prétextant défendre l’économie et les condition sociales du pays en
question, et en vérité, ils accentuent le désordre climatique.
7 espèces sur 10 c’est le nombre de celles au bord de
l’effondrement du fait de la pêche intensive. Les navires usines se dirigent
vers les eaux profondes ceci, alors que de plus en plus les poissons vivent
dans les zones de petite profondeur.
Je suis mobilisé depuis 1968, et j’avoue fatigué, être usé face à
tant d’indifférence coupable.
Avec un volume de 80 millions de tonnes par an
l’aquaculture a dépassé la pêche en 2018 ! Lorsque les fermes d’élevage
ont détruit l’écosystème du littoral, elles sont déplacées dans des endroits
vierges.
Malgré les déclarations d’intention, la hausse de la
température probable à la fin du XXI e siècle sera de 4,8¨° En 2015, et avant
TRUMP, John KERRY a refusé un texte juridiquement contraignant ce qui
amputa sérieusement les perspectives issues de la COP 21.
J’arrête cette contribution même en colère, ceci, car l’engagement
citoyen si prôné dans les faits = dérange les Institutions. Malheureusement, la
situation des lanceurs d’alerte (et leurs tracas), confirme mon propos.

TO ACT AGAINST THE CLIMATIC DISORDERED STATE = IT IS OF OUR
SURVIVAL OF MANKIND IN QUESTION!
The special n° of the 70e birthday of “Citizens of the world” of
November 2018 delivers to us some decisive data for our survival!
It should have been waited until 2009 so that a bond is
officially established between the climate warming and the warming of the
oceans;
the universal conscience goes more slowly than the use of new
technologies to the priority service of the economy and the politicians who for
their electoral future privilege the short-term.
Of ONG international and their presenters of Léo SEMASHKO in
Maria CRISTINA AZCONA, via Daisaku IKEDA, German DUFOUR, Ernesto KAHAN,

so much of others so mobilized within GHA, GPS, and in good of other structures
which propose, alert, have a scientific humanistic vision, call with the
interior change.Some received prestigious distinctions like the Nobel Prize.
But it is anonymities also deserving which do not receive any
attention on behalf of the leading elites.
Despite everything: as long as the people will not directly put
pressure on their governments for our survival, the projections will be
millimetre-length, this, while the climatic disorders are revealed at the stage
of the degradations recorded at increased intervals.

DAY OF THE UNITED NATIONS FOR PEACE!
My thought goes
initially to Venezuela, with its inhabitants who live a drama: disproportionate
inflation, of the children who are hungry, of the massive exoduses, violence
and this in a country at the edge of the civil war Cependant this country has
resources of which oil and even of gold!
As for Syria and the drama with IDLEB at the time when I write these
lines = the mode of Bachar- EL- ASSAD supported by Russian aviation wants
liquid the last pocket of resistance of the opponents to the mode, but by doing
it more than 30,000 people were moved in Syria by the bombardments of the mode

President Kim JONG-UN and US president Donald TRUMP, which, with the platform
of UNO, evoked the possibility of destroying the North Korea.
Tensions and died in

delegations a diplomatic warming took place between the two countries.
Then, the President of

effect of convention on the prohibition of the chemical weapons. At present:
90% of stocks of chemical weapons in the world were destroyed.
However, in violation
of the regulation of UNO, the North Korea, according to a report, would have
helped the Syrian mode of Bachar- Al - ASSAD since 2013 for the manufacturing
of chemical weapons. Thus, in acts, the international authorities except for
the economic sanctions and diplomatic, remain impotent vis-a-vis this kind of report.
Admittedly, as regards
the nuclear weapon, the most reticent countries to give up it (and one still
noted it in July 2017), are those which have which it of which France. From

country with which it sells weapons.

serious base: 7558 cities are signatories in 163 countries of the message of
abolition of the nuclear weapons. Will this, like be hoped in 2030?

The current migratory

policy and coordinate. These migratory waves caused by the wars, terrorism, and
the climatic risks support the identity folds and the fear and the refusal of

The culture of peace in

climatic and their procession of deaths, desolations and destruction.
The 3 countries quoted

will to implement the agreement of Paris whatever the international political

January 26th, 2018.)
It is urgent, to
contain climate warming with - 2°5, if not = 50% of the animal species will
disappear by 2050.

threatened:The large deer, the elephants, the white rhinoceroses, the large
monkeys, the polar bear, many birds, of fish… So at these risks, one add the
damage caused by deforestation, the poaching, energy drillings géo: gas oil.
Our planet is in danger from the reciprocal interaction caused by imbalances of
resources human, animal, vegetable, mineral….
PEACE
DOES NOT EXPECT! She seeks herself, is negotiated, by an international
political will of resolution of the conflicts:

realities continue: countries far from being rich like Jordan and Lebanon, have
overloaded refugee camps, and following a complicated political agreement
between Turkey and the European Union, Turkey, is used as plug and receives
many refugees of the wars in Iraq and Syria, even in Yemen.
But on other side, it
bombards, kills out of the thousands of Kurdish in the Western silence (of
which that Européen), this, although the Kurds took a considerable share in the
release of occupied zones in a bloody and fanatic way by the combatants of
DAECH. Our International institutions in their operation have to be revised.
Also, while letting
sink the conflict israélo - Palestinian, one can shout against Hamas, Fatah,
Hezbollah, but let Israeli colonization continue, or the drama of Gaza. There
are attacks against civilians Israeli and the unhappy ones in Palestine.
The two people are
entitled to their alive State in safety, but, nonthe regulation which lasts and
continues, nourishes hatreds, is used as alibi to the terrorists. It would be
time, that the Security Council of UNO, types the fist on the table, and that
actual negotiations begin with all the actors of the region concerned:
integrating Egypt, Lebanon, Jordan, Iran, Saudi Arabia, Pakistan, Emirates and
with UNO, Russia, the United States, China, India, and European Union, and of
course representatives of the State of Israel and the Palestinian authority: at
the same time actors and victims of this interminable conflict! but the Arab
countries must engage officially by a document attesting their nonwill to call
into question the State of Israel, or to attack it!
In short, vis-a-vis the
delicate and dangerous international situation that we know with the
international plan: as there expressed it
is already a score of years Professor Johan GALTUNG, one of the pioneers for
research for peace:one needs a going beyond situations solidified by the
creativity, and within this framework = of the initiatives citizens.
Admittedly, even
committed for the human peace and rights and duties, the citizen being
considered universal citizen starting from his local, regional and national
reality, does not have all information official, diplomatic,….He can make
premature proposals and suggestion, sometimes nonjudicious, even, to be
mistaken sometimes.
However, so of the
million citizens draw up themselves, propose, inevitably: there has and will be proposals worthy of
interest! This, in the condition which the official power expresses its will to
act for peace while not being confined with the positions political,
ideological, strategic, economic, based exclusively on the short-term, the
return to oneself, of solidified strategic alliances, and nationalism.
Already, I indicated it
previously, the Security Council of UNO should be widened with the evolution of
the world, while limiting myself more to the only countries having the nuclear
weapon, since normally place of construction of peace, but, in emerging
countries while not laying out.
If not, with some which
consider it, but with which: the fact of being confronted with the resolution
of conflicts nondirectly dependant on their field of influence, could make
reverse the priority of the values. Then, it can be planned to widen the
permanent members of the Security Council of UNO in India, Brazil, South
Africa, Nigeria, (because the African continent will be one of the poles of the
XXII è century), Japan, and perhaps with others, well later on, of the close
relation or Middle-East, this, when the spirit of peace carries it in the
respect of the ones and others. Alas, it is not at present the case!
However, the civil
society (and within this framework of the accredited representatives of this
one,) should be represented within International institutions of which the
General Assembly of the United Nations.(personalities qualified of the economy,
justice, science and culture, trade unionism, sports activities and artistic.)
When the broached
subjects touch with the respect of the dignity of the life:peaces, education,
health, incidences of poverty ..... the representatives of the civil society
should profit from the deliberative voice.
The right to veto
within the Security Council of UNO for the permanent members should be removed
and the decisions for the peace being taken in the majority qualified. This
device would support the dialog and the search for unanimity. This, because
minority countries sound inevitably disappointed, because their repudiated
position would harm their notoriety.
To support the
agreement the texts could be present at 3 recoveries in front of the Council,
but with a precise timetable.
Within an international
authority of peace, it is absurd, that are the countries which have the atomic
weapon which has privileges!
Lastly, international
justice will have, and must make its duty! But in the meantime the fact of not
discussing with such leader, who certainly is perhaps, or inevitably a
dictator, even a tyrant, prevents by no means but while waiting: thousands of
innocent people of the civil society are bombarded, massacred, tortured. Are
private means of the food, housing and hygiene necessary, the children are taken
out of the school system, alive in the fear ...........
The respect of the
dignity of any life does not imply T it not to take into account like element
first: this argument?
The fact:that the
athletes of the North Korea and the South ravel together for the values of the
Olympic ideal does not constitute do not strip a message of hope:the sport as
the music which connects the bodies and the hearts, have a power of synthesis
which transcend the membership of a country, a continent.
Lastly, I make a sad
report:the political elected officials, the media invite upon the engagement

country in conflict!
SOME
REFLECTIONS DEPENDANT WITH PHILOSOPHY OF THE LIFE AND THE COMMITMENT FOR PEACE?

view, UNESCO and UNO have important responsibilities. There exists currently

peace, UNO could take again this kind of initiative for which the

the maximum of citizens takes part in this humanistic movement of proximity.
The ILO (international
organization of work), has the possibility of signing a convention with the
States for the development of the presentation of a conference relating to the
need for peace (text validated then by the national representatives of the employers'
organizations and trade-union.) This one 2 hours duration annual conference
would be presented by site to the employees by a representative of the company
or the establishment.
Perhaps, with this
awakening that we all are of the universal citizens belonging all to the same
mankind will come the day in 200 or 300 years when as MARX in the manuscripts

It is thus well the

The life is constantly

commitment of the family to the company, elected local officials with the
media, structures of the company and State, elementary school at the
university….To the officials of governments and continents.

aggression or its suppression.

violences, wars, our acting humanity seems to be in regression. The history

social matters and human;

a certain number of citizens, the reference to a religion is synonymous with
fight for the power, confrontations and violence to legitimate the religious
option.
However, the original
message of the religions is of foundation that of the love, justice, the peace
and the respect of the dignity of the life. The difference between the
ambitions and the practices rises from the difference between thinking and
acting. Or known as like KIERKEGARRD, of the difference between the objective
knowledge, the subjective apprehension and the existential facts!
Without the call to order
permanent of a solid philosophy of the life, the human person at times given
remains dependant on the external phenomena, especially in phase of the
ideologies of domination which characterize the media use of the great ways of
communication which too often convey a voluntarily reversed conscience of the
actual values of the life and it to be able it of the money king and individual
success.
