REFLEXIONS POUR LA CONSCIENCE UNIVERSELLE MOTIVEES PAR LE MOUVEMENT EN FRANCE
DES GILETS JAUNE !
Allant
sur mes 76 ans, je l’ai déjà indiqué, je m’exprime moins sur la a vie sociale
et politique. Je me consacre présentement à la diffusion de mes enregistrements
et concerts vocaux. Egalement, je prépose la parution d’ici quelques semaines
de mon 32emeet ultime ouvrage qui est autobiographique « Itinéraire d’un ancien
dirigeant syndical devenu messager de la paix » Editions Edilivre à Paris.
Cependant, ce jour, le mouvement des gilets jaune en France m’inspire quelques
réflexions offertes à la conscience universelle de nos concitoyens au sein de
notre pays et même au-delà.
Je
ne suis pas un homme politique, ni un dirigeant syndicaliste, ainsi mes
réflexions le sont à titre personnel et surtout sur un plan éthique et
philosophique. Je laisse aux élus politiques et aux corps intermédiaires
l’élaboration de décisions concrètes issues des attentes populaires. Cependant,
d’ici quelques jours même sans illusion, je ferai des suggestions dans le cadre
du grand débat national citoyen que veut promouvoir le Président de la
République et son gouvernement.
En
effet déjà il a été dit que la politique suivie depuis 18 mois sera poursuivie
; ainsi les marges de manœuvre apparaissent réduites ; cependant, tout n’est
pas d’ordre financier et certaines idées peuvent provoquer des propositions
pour l’exercice de la citoyenneté en matière sociale, écologique et politique.
Présentement
: certes des casseurs et quelques gilets jaune se laissent aller à des
violences sur des policiers et des biens publics ou privés qui sont
inacceptables et condamnables. Cependant, la violence sociale qui motive ces
excès n’en est pas moins répréhensible.
Il
serait réducteur et des mauvaise foi de présenter le mouvement des gilets jaune
sous le seul aspect des violences contre les injustices sociales et fiscales.

concrétisation d’un malaise social qui a pris la forme d’une révolte
populaire contre les injustices sociales et fiscales.
Mais
comme l’indiquait le leader communiste Maurice THOREZ, il faut savoir terminer
un mouvement social ! Mais le terminer si obtention de résultats tangibles
pour toutes les couches de la population en souffrance ! Certaines
revendications exprimées n’ont nullement besoin d’un débat de 3 mois pour être
satisfaites :il y faut une volonté réelle de négociation :est-ce le
cas du gouvernement ?
Tout
en respectant l’indépendance souhaitée des gilets jaune, les confédérations
syndicales à mon sens devraient être en soutien et mieux en appui au mouvement
pour lui donner un débouché significatif !
Leur
silence ou discrétion devient gênante et peut les discréditer ;ceci, car
bien des revendications exprimées par les gilets jaune les concernent aussi
dans leur rôle traditionnel de défense des intérêts des salariés, précaires,
retraités et sans emploi !
Le
Gouvernement, des Députés et Sénateurs de la République en marche nous parle de
la République, de démocratie, des droits de l’homme et même de fraternité !
Mais
il y a trop de pauvres en France en 2019 ! La situation s’est dégradée
notamment depuis une dizaine d’années.
Malgré
tout : y compris des salariés, retraités, artisans commerçants, professions
libérales…….qui perçoivent entre 2000 et 3500 euros mensuel sont considérés
comme des privilégiés.
Ils
cumulent sur eux toutes les charges, taxes, hausses, impôts,…et donc une baisse
de leur pouvoir d’achat. Mais alors comment classifier : nos Ministres,
Sénateurs, Députés, PDG du CAC 40, actionnaires des grands groupes… Dont les
revenus on très au –delà de 3500 euros net ?
Pourquoi
: l’évasion fiscale est abordée de façon si discrète ou bien comme un constat
d’impuissance, ceci, alors que cela concerne des dizaines de milliards d’euros
!
Une
des conséquences de cette situation est que les dons à des Associations comme
le Téléthon, les Restos du cœur, la fondation abbé PIERRE sont en régression.
Ceci, car les couches moyennes pressurées qui en sont habituellement les
principaux pourvoyeurs ne le peuvent plus.
Selon
moi, il est des sujets pour lesquels qui d’emblée imposent par bon sens et
respect des changements. Il en est ainsi par exemple, de la situation des
retraités pour lesquels : la non indexation des pensions sur le cout de la vie
constitue une atteinte aux droits humains. Ces droits ont été rappelés par
l’ONU lors de session sen 2002 et 2016 et toute discrimination les concernant
par rapport au reste de la population, est une atteinte aux droits de l’homme
!
Les
retraités ne doivent pas être la variable d’ajustement d’une politique ! Le
respect des droits humains ne peut accepter une discrimination de cette couche
de la population par rapport aux autres.
Mon
propos de ce jour l’est sur un plan éthique et philosophique.
Dans
notre pays et dans bien d’autres, les gigantesques évolutions de la science et
des technologies sont accompagnées, et non précédées d’une réflexion avant leur
mise en œuvre.
Je
me souviens des débats entre philosophes et économistes au milieu des années
80.Les adeptes « de l’Homo économicus » parlaient comme Henri JACOT d’une
épaisseur de la technologie, d’autres évoquaient un déterminisme de
la science et des technologies ! Je n’étais pas d’accord avec cette seconde
acception laquelle d’emblée inclut un renoncement du choix de l’intervention
humaine.
Les
responsables politiques dans cette acceptation s’accommodent d’un
accompagnement sans réflexion préalable sur les effets constatés et surtout sur
le sens et la direction à donner à la vie humaine.
Avec
les désordres écologiques et financiers actuels la question du sens n’est pas
secondaire mais essentielle.
La
logique du marché roi, de l’audimat et des résultats financiers à court terme
sont devenus les nouveaux Maîtres de la pensée dominante de par le monde.
Cette
conception est assimilée comme celle permettant la libre entreprise, et donc la
liberté accomplie, l’épanouissement de ses promoteurs et adeptes, mais sans
réflexion ou insuffisamment sur les effets de ces pratiques économiques et
politiques.
Nous
avons oublié l’impératif catégorique kantien de traiter la personne comme une
fin et non comme un simple moyen !
En
2006, lors des dialogues pour la terre organisés à Lyon par le Maire : Gérard
COLLOMB avec l’apport de Messieurs STRONG et GORBATCHEV, lors de l’atelier
auquel j’ai participé comme représentant un club UNESCO, un théologien belge
avait fait une intervention remarquée : Il a précisé que c’est une certaine
conception du piétisme qui l’emporte dans les relations internationales et
donc, dans la logique de maints gouvernements.
Cette
conception est représentative de ce que j’ai exprimé ci-dessus.
En
2019 : il faut la définition d’un nouveau paradigme qui conjugue et articule
l’intervention citoyenne renforcée, le rôle régulateur des corps intermédiaires
dont les organisations syndicales, et celui de l’impulsion par le gouvernement.
Ce
n’est pas à moi d’en définir le COMMENT mais j’indique le NECESSAIRE !
C’est
très difficile pour un pouvoir de se remettre en cause .Ceci, surtout car le
Président Emmanuel MACRON a été élu avec 24% des suffrages au premier tour de
l’élection présidentielle et de la réalité de la présence de Marine LE PEN au
second tour avec sa prestation calamiteuse lors de son débat avant le second
tour avec Emmanuel MACRON.
Egalement,
le Président MACRON élu par effraction a bénéficié de l’impossibilité pour
François HOLLANDE à se représenter et de l’affaire FILLON qui a plombé la
droite républicaine.
Si
la légitimité élective du Président MACRON est réelle compte tenu de notre
système électoral actuel au sein de la République française, sa responsabilité
pour un apaisement social est incontestable !
Alors
que se profile, mieux apparaissent les symptômes des bio technologies, des
incidences de la bioéthique, les exigences de la biodiversité dans la perspective
d ce que certains appelle le transhumanisme (1) ,il devient urgent pour tout
gouvernement de prendre conscience des changements en cours et à
venir ;sinon : des désordres sociaux et climatiques décideront de
notre destinée avec tous les dégâts et conflits de tous ordres qui en
résulteront.

SOME
REFLECTIONS FOR UNIVERSAL CONSCIENCE MOTIVEES BY THE MOVEMENT IN YELLOW FRANCE
OF THE WAISTCOATS!
Going over my 76 years, I already indicated it, I express myself
less on has social life and policy. I devote myself at present to the diffusion
of my recordings and vocal concerts. Also, I appoint the publication from here
a few weeks of my 32emeet ultimate work which is autobiographical “Route of a
former trade union leader become messenger of peace” Edilivre Editions in
Paris.
However, this
day, the yellow movement of the waistcoats in France inspires to me some
reflections offered to the universal conscience of our fellow-citizens within
our country and even beyond.
I am not a politician, nor a leader trade unionist, thus my
reflections are it with personal capacity and especially on an ethical and
philosophical level. I leave the political elected officials and with the
intermediate bodies the development of concrete decisions resulting from
popular waitings. However, from here a few days even without illusion, I will
make suggestions within the framework of the great national debate citizen
which the President of the Republic and his government wants to promote.
Indeed already it was known as that the policy pursued since 18
months will be continued; thus the maneuver margins appear reduced; however,
all is not of a financial nature and certain ideas can cause proposals for the
exercise of the citizenship on social matters, ecological and political.
At present: admittedly breakers and some waistcoats yellow are
let go to violences on police officers and goods public or private which are
unacceptable and condemnable. However, the social violence which justifies
these excesses is not less reprehensible.
It would be reducing and of the bad faith to present the yellow
movement of the waistcoats under the only aspect of violences against the
social injustices and tax. police between the police and the demonstrators. The
waistcoats yellow are the concretization of a social unrest which took the
shape of a popular revolt against the social injustices and tax.
But as the communist leader Maurice Thorez indicated it, it is
necessary to know to finish a social movement! But to finish it if obtaining
tangible results for all the layers of the population in suffering! Certain
expressed claims by no means need a 3 months debate to be satisfied:one needs a
negative image of negotiation for it:is this the case of the government?
While respecting the desired independence of the waistcoats
yellow, the trade-union confederations with my direction should be in support
and better in support with the movement to give him a significant outlet!
Their silence or discretion becomes awkward and can discredit
them;this, because many claims expressed by the waistcoats yellow also relate
to them in their traditional role of defense of the interests of the employees,
precarious, reprocessed and without employment!
The Government, about the Deputies and Senators of the Republic
moving speaks to us about the Republic, democracy, the human rights and even
about fraternity!
But there are too many the poor in France in 2019! The situation
has been degraded in particular for about ten years.
Despite everything: including employees, commercial pensioners,
craftsmen, liberal professions ....... which perceive between 2000 and 3500
euros monthly magazine are regarded as privileged people.
They cumulate on them all the loads, taxes, rise, taxes,… and
thus a fall purchasing power to them. But then how to classify: our Ministers,
Senators, Deputies, chairman of CAC 40, shareholders of the great groups… Of
which incomes one very beyond 3500 euros Net?
Why: tax avoidance is approached in a so discrete way or like an
acknowledgment of impotence, this, whereas that relates to tens of billion
euros!
One of the consequences of this situation is that the gifts with
Associations like Telethon, the Resto du coeur, the foundation abbot PIERRE are
in regression. This, because the pressed average layers which are usually the
principal providers it cannot any more.
In my opinion, it is subjects for which from the start imposes
by good sense and respect of the changes. It is thus for example, of the
situation of the pensioners for whom: nonthe indexing of the pensions on the
cost of living constitutes an infringement of the human rights. These rights
were recalled by UNO at session SEN 2002 and 2016 and any discrimination with
regard to them compared to the remainder of the population, is an infringement
of the human rights!
The pensioners should not be the variable of adjustment of a
policy! The respect of the human rights cannot accept a discrimination of this
layer of the population compared to the others.
My matter of this day is on an ethical and philosophical level.
In our country and good of others, the gigantic evolutions of
science and technologies are accompanied, and not preceded by a reflection before
their implementation.
I remember the debates between philosophers and economists in
the middle of the years 80.Les followers “of Gay the économicus” spoke like
Henri JACOT a thickness about technology, others evoked a determinism of
science and technologies! I was not agreement with this second meaning which
from the start includes a renouncement of the choice of the human intervention.
The political officials in this acceptance put up with an
accompaniment without preliminary reflection on the noted effects and
especially on the direction and the direction to be given to the human life.
With the ecological and financial disorders current the question
of the direction is not secondary but essential.
The logic of the market king, the TV rating and the short-term
financial results became the new Masters of the dominant thought all over the
world.
This design is comparable like that allowing the free
enterprise, and thus achieved freedom, blooming of its promoters and followers,
but without reflection or insufficiently on the effects of these economic and
political practices.
We forgot the Kantian categorical imperative to treat the person
like an end and not like a simple means!
In 2006, during the dialogs for the ground organized in Lyon by
the Mayor: Gérard Collomb with the contribution of Sirs STRONG and GORBATCHEV,
at the time of the workshop in which I took part like representative a club
UNESCO, a Belgian theologist had made a noticed intervention: He specified that
it is a certain design of the pietism which carries it in the international
relations and thus, in the logic of many governments.
This design is representative of what I expressed above.
In 2019: one needs the definition of a new paradigm which
combines and articulates the intervention reinforced citizen, the regulating
role of the intermediate bodies of which trade-union organizations, and that of
the impulse by the government.
It is not with me to define some HOW but I indicate the
NECESSARY one!
It is very difficult for a power to call itself into
question.This, especially because President Emmanuel MACRON was elected with
24% of the votes to the first turn of the presidential election and the reality
of the presence of Marine Le Pen to the second turn with his calamitous service
at the time of its debate before the second turn with Emmanuel MACRON.
Also, President MACRON elected by effraction profited from
impossibility for François Hollande to represent itself and from the business
FILLON which leaded the republican line.
If the elective legitimacy of President MACRON is real taking
into account our current electoral system within the French Republic, its
responsibility for a social appeasing is undeniable!
Whereas is profiled, better the symptoms of organic technologies
appear, of the incidences of the bioethics, the requirements of the
biodiversity from the point of view D what some calls the transhumanism (1), it
becomes urgent for any government to become aware of the changes in progress
and to come;if not: social and climatic disorders will decide our destiny with
all the damage and conflicts of all kinds which will result from it.
