September 21st: INTERNATIONAL
DAY OF THE UNITED NATIONS FOR PEACE!
My thought goes
initially to Venezuela, with its inhabitants who live a drama: disproportionate
inflation, of the children who are hungry, of the massive exoduses, violence
and this in a country at the edge of the civil war Cependant this country has
resources of which oil and even of gold!
As for Syria and the drama with IDLEB at the time when I write these
lines = the mode of Bachar- EL- ASSAD supported by Russian aviation wants
liquid the last pocket of resistance of the opponents to the mode, but by doing
it more than 30,000 people were moved in Syria by the bombardments of the mode

situation in North Korea, with the Close relation and the Middle East, in
sub-Saharan Africa, the challenges posed by the climate, the rise of the

victims, mobilize our attention but: let us have a glance on everyone, and this
world justifies in favor of International institutions adapted and acting to
the service of the people.
Since the year 2017,
the international relations blow the heat and the cold: Extreme tensions
between the North Korea following the nuclear tests of this country: its
President Kim JONG-UN and US president Donald TRUMP, which, with the platform
of UNO, evoked the possibility of destroying the North Korea.
Tensions and died in
Gaza the Israeli army being opposed to demonstrations E Palestinian. However,
since the Winter Olympics in South Korea and the common procession of the two
delegations a diplomatic warming took place between the two countries.
Then, the President of
the North Korea moved in China met the Chinese President: Xi JINPING. Then
still, it met the US president in Singapore on June 12th, 2018, with alleviated
remarks, announced to cease the shootings of experiments, and evoked the
prospect for a denuclearization of this country. Major event, encouraging, but
which requires vigilance and confirmation!
Already, the year 2017
lived a major event: long negotiations resulted in the adoption of the treaty
of the prohibition of the nuclear weapons. Adopted by 122 countries, and when
ratified by 50, it came into effect.
This treaty, follows
existing prohibitions concerning the biological weapons and chemical, thus
supplementing the international provisions prohibiting all the weapons of mass
destruction. Indeed, last year was that of the 20th birthday of the coming into
effect of convention on the prohibition of the chemical weapons. At present:
90% of stocks of chemical weapons in the world were destroyed.
However, in violation
of the regulation of UNO, the North Korea, according to a report, would have
helped the Syrian mode of Bachar- Al - ASSAD since 2013 for the manufacturing
of chemical weapons. Thus, in acts, the international authorities except for
the economic sanctions and diplomatic, remain impotent vis-a-vis this kind of report.
Admittedly, as regards
the nuclear weapon, the most reticent countries to give up it (and one still
noted it in July 2017), are those which have which it of which France. From
this point of view:my country:France should be more vigilant compared to
country with which it sells weapons.

In April and May 2018,

accommodated a conference on nuclear disarmament required for a long time by
Mayors For Peace (the worldwide association of the Mayors for peace.) founded
on June 24th, 1982 by the Mayor of the town of Hiroshima of the time: Takeshi
ARAKI.
Currently, and c'' is a
serious base: 7558 cities are signatories in 163 countries of the message of
abolition of the nuclear weapons. Will this, like be hoped in 2030?
At present, 3
countries, draw the attention of the experts of share certain current
resemblances and histories: China, Russia, and Turkey

which flatters fundamentalism and uses the most rigorous parts of them to

The people are attacked
in their purchasing power, know the delocalizations and unemployment.
These realities nourish
the resentments: Xenophobe and anti-semite who alas progress to Europe,
allowing the accession the power of governments populist and nationalist in
Hungary, Poland, Italy, and their electoral progression a little everywhere in
the European Union…!
However, these 3 China
countries, Russia, Turkey, from their population, their standpoint and their
development, become inevitable actors not to say impossible to circumvent for
our becoming common.
The current migratory
flux in Europe currently, does not make to the object D ` any unit European
policy and coordinate. These migratory waves caused by the wars, terrorism, and
the climatic risks support the identity folds and the fear and the refusal of
the other, different, come from another continent.
The culture of peace in
these contexts is blocked, its deployment runs up against lived contrasted and
disturbed by the international risks of areas which live human dramas and
climatic and their procession of deaths, desolations and destruction.
The 3 countries quoted
with their particularisms, have the ambition: to give to their country the
hoped fast international recognition. Their national passion is prégnante, it
can become hegemonic, it is necessary to dialog with its countries: without final
prejudices, nor weakness!
The climate change is
also a fear;this, because it can involve uncontrolled, anarchistic movements of
population, and thus create social, economic and political disturbances.
The United States,
disengaged agreement on climate (COP 21. ) However, the conference of the
Mayors of this country made it possible to note that 250 Mayors committed
themselves providing 100% of the energy needs of their respective cities by
2030.
The town of Paris, will
develop the electric car and that of Stockholm set the objective to become a
city zero fossil by 2040. In June 2017, 140 Mayors representing the world big
cities launched the declaration of Montreal within which, they express their
will to implement the agreement of Paris whatever the international political

It is urgent, to
contain climate warming with - 2°5, if not = 50% of the animal species will
disappear by 2050.

monkeys, the polar bear, many birds, of fish… So at these risks, one add the

resources human, animal, vegetable, mineral….
PEACE
DOES NOT EXPECT! She seeks herself, is negotiated, by an international
political will of resolution of the conflicts:

international community must learn the lessons from its failure: To remove a

The war was gained, but
not peace! Since the fall of the mode, Libya, becomes a parcelled out country,
divided into factions directed by militia. this country is caused to become
gangrenous, become the center of a new generation of terrorists and is used as
passage for the migrants whose life is permanently in danger!This country is
even suspecté to practice the sale of people.
The Libyan people in
his diversity are perceived and been abandoned with his sad fate, expecting at
the same time economic, political and military assistance vainly Western.
Thus, dramatic
realities continue: countries far from being rich like Jordan and Lebanon, have
overloaded refugee camps, and following a complicated political agreement
between Turkey and the European Union, Turkey, is used as plug and receives
many refugees of the wars in Iraq and Syria, even in Yemen.
But on other side, it
bombards, kills out of the thousands of Kurdish in the Western silence (of
which that Européen), this, although the Kurds took a considerable share in the
release of occupied zones in a bloody and fanatic way by the combatants of
DAECH. Our International institutions in their operation have to be revised.
Also, while letting
sink the conflict israélo - Palestinian, one can shout against Hamas, Fatah,
Hezbollah, but let Israeli colonization continue, or the drama of Gaza. There
are attacks against civilians Israeli and the unhappy ones in Palestine.
The two people are
entitled to their alive State in safety, but, nonthe regulation which lasts and
continues, nourishes hatreds, is used as alibi to the terrorists. It would be
time, that the Security Council of UNO, types the fist on the table, and that
actual negotiations begin with all the actors of the region concerned:
integrating Egypt, Lebanon, Jordan, Iran, Saudi Arabia, Pakistan, Emirates and
with UNO, Russia, the United States, China, India, and European Union, and of
course representatives of the State of Israel and the Palestinian authority: at
the same time actors and victims of this interminable conflict! but the Arab
countries must engage officially by a document attesting their nonwill to call
into question the State of Israel, or to attack it!
In short, vis-a-vis the
delicate and dangerous international situation that we know with the
international plan: as there expressed it
is already a score of years Professor Johan GALTUNG, one of the pioneers for
research for peace:one needs a going beyond situations solidified by the
creativity, and within this framework = of the initiatives citizens.
Admittedly, even
committed for the human peace and rights and duties, the citizen being
considered universal citizen starting from his local, regional and national
reality, does not have all information official, diplomatic,….He can make
premature proposals and suggestion, sometimes nonjudicious, even, to be
mistaken sometimes.
However, so of the
million citizens draw up themselves, propose, inevitably: there has and will be proposals worthy of
interest! This, in the condition which the official power expresses its will to
act for peace while not being confined with the positions political,
ideological, strategic, economic, based exclusively on the short-term, the
return to oneself, of solidified strategic alliances, and nationalism.
Already, I indicated it
previously, the Security Council of UNO should be widened with the evolution of
the world, while limiting myself more to the only countries having the nuclear
weapon, since normally place of construction of peace, but, in emerging
countries while not laying out.
If not, with some which
consider it, but with which: the fact of being confronted with the resolution
of conflicts nondirectly dependant on their field of influence, could make
reverse the priority of the values. Then, it can be planned to widen the
permanent members of the Security Council of UNO in India, Brazil, South
Africa, Nigeria, (because the African continent will be one of the poles of the
XXII è century), Japan, and perhaps with others, well later on, of the close
relation or Middle-East, this, when the spirit of peace carries it in the
respect of the ones and others. Alas, it is not at present the case!
However, the civil
society (and within this framework of the accredited representatives of this
one,) should be represented within International institutions of which the
General Assembly of the United Nations.(personalities qualified of the economy,
justice, science and culture, trade unionism, sports activities and artistic.)
When the broached
subjects touch with the respect of the dignity of the life:peaces, education,
health, incidences of poverty ..... the representatives of the civil society
should profit from the deliberative voice.
The right to veto
within the Security Council of UNO for the permanent members should be removed
and the decisions for the peace being taken in the majority qualified. This
device would support the dialog and the search for unanimity. This, because
minority countries sound inevitably disappointed, because their repudiated
position would harm their notoriety.
To support the
agreement the texts could be present at 3 recoveries in front of the Council,
but with a precise timetable.
Within an international
authority of peace, it is absurd, that are the countries which have the atomic
weapon which has privileges!
Lastly, international
justice will have, and must make its duty! But in the meantime the fact of not
discussing with such leader, who certainly is perhaps, or inevitably a
dictator, even a tyrant, prevents by no means but while waiting: thousands of
innocent people of the civil society are bombarded, massacred, tortured. Are
private means of the food, housing and hygiene necessary, the children are taken
out of the school system, alive in the fear ...........
The respect of the
dignity of any life does not imply T it not to take into account like element
first: this argument?
The fact:that the
athletes of the North Korea and the South ravel together for the values of the
Olympic ideal does not constitute do not strip a message of hope:the sport as
the music which connects the bodies and the hearts, have a power of synthesis
which transcend the membership of a country, a continent.
Lastly, I make a sad
report:the political elected officials, the media invite upon the engagement
individual citizen:however, when this one exists:he is ignored, marginalized,
even censured by the great media and the great national and international
Institutions do not grant any recognition to this kind of commitment. It is
necessary to be a representative of State, and sometimes: an ONG, or
representative of another international organization, to be listened!
Then, vis-a-vis the
summary of situations above, certainly too concise, it would be necessary that
the General secretary of UNO with the support of the Security Council of UNO,
organizes in the third quarters of 2018, at the beginning of 2019 at the
latest, a world conference on disarmament, with in its center, of the particular
workshops on regional conflicts.
These workshops, would
be preceded by bilateral, and plenary meetings at a certain stage, with a
country in conflict!
SOME
REFLECTIONS DEPENDANT WITH PHILOSOPHY OF THE LIFE AND THE COMMITMENT FOR PEACE?
Does one thus need a
prototype of peace or to continue to position it with respect to the war? Such
is the asked fundamental question!
Will find, the

Peace, does not exclude
the competitions, the fights and the conflicts. It is the mode of their

still, let us engage the dialog with the Chinese philosopher Zhao TINGYANG, who
develops the political concept of TIANXIA “the world under the sky and which
proposes a benevolent design of the policy.
I already spoke on
several occasions about the sociologist and Russian philosopher about the
University about San Petersburg:Léo SEMASHKO the inventor of Tétra Sociology,
which impels a group of international researchers for the peace (GHA) and which

Nowadays, with

In this direction, being man and woman, are efforts without end… If not, the
human being is always balloté by the changing external phenomena. However,
there are 2 ways of understanding this contradiction: that of the interior
change which interiorizes the reality of the other, or that to see in the
other, outside, the foreigner, the cause of all its problems. Then, the
objective is to want to regulate this fear, this fear of the other, by the
conflict and the victory of the one of the camps over the other which can go
until its physical suppression or physical alienation, moral, psychological by
such: torture, victimizations, deprivations food, the expropriation of
territories or their deterioration, the attack with individual freedoms and
collective ......
From this point of
view, UNESCO and UNO have important responsibilities. There exists currently
(on September 21st) one day international of the peace of the United Nations,

initiates: elected officials of the communes, members of clubs UNESCO or
pacifist movements.
UNESCO, could propose a
school program and university diffusable for all the cultures, languages and
nations, adopted by its executive council, validated by the States, which,

spirit of peace, with this revolution of the spirit (expression of Guy
CREQUIE), with all the consciences of the children and teenagers, with of
course, an adaptation of the program according to the age brackets.

within the General Assembly of the United Nations.
Independently of the
States, each citizen, should have the possibility of taking part in the
financing of the activities of the United Nations by knowing the role of this
worthy institution during one day annual televised (for example on September
21st) and popularized in the written press and the radios like that is done in
France for the téléthon, the AIDS…
At the time of the
election of the General secretary of UNO each continent in turn could introduce
its candidate on the great media and this one to expose televisual its ambitions
and visions with the people of the ground and this diffused translated into
various languages.
In the same way, as the
old company of the nations in the years 1930, organized weeks of education to
peace, UNO could take again this kind of initiative for which the
responsibility could be entrusted to the networks of the worldwide association
of the Mayors, departments and regions for peace. This so that in each country,
the maximum of citizens takes part in this humanistic movement of proximity.
The ILO (international
organization of work), has the possibility of signing a convention with the
States for the development of the presentation of a conference relating to the
need for peace (text validated then by the national representatives of the employers'
organizations and trade-union.) This one 2 hours duration annual conference
would be presented by site to the employees by a representative of the company
or the establishment.
Perhaps, with this
awakening that we all are of the universal citizens belonging all to the same
mankind will come the day in 200 or 300 years when as MARX in the manuscripts
hoped for it: the transparency of the social reports will be such as it will be
enough to be a being liking to be a loved being ......
It is thus well the
prototype of the peace which should prevail before the response in reaction.
The life is constantly
balance/imbalance, it is thus the pedagogy of the conscience of the
intelligence of the need for survival which is the challenge like unifying
concept of the consciences.
This will passes by a
commitment of the family to the company, elected local officials with the
media, structures of the company and State, elementary school at the
university….To the officials of governments and continents.
One needs for it a
suitable culture like element of the survival of the mankind of peace. Then
only, the nuclear weapons, the colossal sums exempted with the armament, the
calls the hatred of origin monk or ideological in favor will cease under the
angle of the end of the power on the other or the others which passes by its
aggression or its suppression.
Thus, with traditional
and famous: ” At the beginning there is the verb ..... André Maurois suggested this formulation: “At
the beginning there is the action. ”
At this beginning of
millenium, the commitment for peace needs the Verb and the Action
Today, with the crises,
violences, wars, our acting humanity seems to be in regression. The history
seems to hustle our resistances and capacity of innovation and going beyond on
social matters and human;
However, let us
remember these words of determination and direction Martin LUTHER - KING, (1)
which paid his life, the assertion of its noble convictions.je the site: ” The
voice, the feet and the body of the devoted people, linked, who advance without
respite towards an objective right, are our powerful weapons. ”
It is laic which says
it, but laic based on the values of the interreligieux dialog but also a dialog
between representative of philosophies of the life!
Nowadays and alas, for
a certain number of citizens, the reference to a religion is synonymous with
fight for the power, confrontations and violence to legitimate the religious
option.
However, the original
message of the religions is of foundation that of the love, justice, the peace
and the respect of the dignity of the life. The difference between the
ambitions and the practices rises from the difference between thinking and
acting. Or known as like KIERKEGARRD, of the difference between the objective
knowledge, the subjective apprehension and the existential facts!
Without the call to order
permanent of a solid philosophy of the life, the human person at times given
remains dependant on the external phenomena, especially in phase of the
ideologies of domination which characterize the media use of the great ways of
communication which too often convey a voluntarily reversed conscience of the
actual values of the life and it to be able it of the money king and individual
success.
However, the respect of
fundamental values is in the message of all the religions in some
illustrations:
“Does not let hatred carry

“The weapons are tools of

It is when they aim at
